Call to Order
Chairman Moser called the meeting to order at 12:01 p.m.

1 Approval of 11/16/2017 minutes
Approve the 11/16/2017 minutes
A motion was made by Kevin Poore, seconded by Greg Tabor, to approve the
11/16/2017 minutes. The motion carried by the following vote:
Aye: 5- Poore, Mayor Mayberry, Council Member Harris, Tabor and Chairman

2 Revision Crossroad Villages PHIII Unit3
The developer is adjusting the lot lines of the four lots along Deerfield Road. A couple
water meters had to be moved. The contractor moved them under the supervision of
City staff and approved the work. Staff recommends approval of the revision.
A motion was made by Kevin Poore, seconded by Mayor James Mayberry, that
the plat be approved as presented. The motion carried by the following vote:
Aye: 4- Poore, Mayor Mayberry, Tabor and Chairman Moser
Absent: 2- Atchley and Harrison
Abstain: 1- Council Member Harris
3 Right-of-Way Closure for Dr. Hooie
Dr. Hooie is requesting the right-of-way be closed that is adjacent to his property along
Highway 127S. There is a portion of right-of-way along the front of his property that was
Old State Route 28. The City cannot close this portion of right-of-way because it is still
owned by the state of Tennessee. Staff contacted the TDOT ROW Division and

inquired on behalf of Dr. Hooie. Staff was informed that no right-of-way would be
abandoned or sold until the 127S Highway Project is complete. Dr. Hooie was informed
of the State’s opinion. He then requested that the portion to the south of his property
be closed. This section of unimproved right-of-way is under the jurisdiction of the City.
There is also a small section that connects the unimproved right-of-way he is
requesting closed to Leejune Street.
Staff recommends the closure of both unimproved right-of-ways, which are under the
jurisdiction of the City. Staff recommends the right-of-way be divided in the middle and
each portion be joined to adjacent properties. Staff will be required to contact adjoining
property owners and see if they want their portion of the right-of-way. If they do not,
then that section would be offered to property owner on the other side of the
right-of-way. Once the agreements and offers have been made to the property owners,
staff will then prepare a legal description, and the legal description along with the
Planning Commission’s recommendation will be forwarded to City Council for closure.
A motion was made by Kevin Poore, seconded by Mayor James Mayberry, to
recommend to City Council the closure of the right-of-way and the property
joined to the adjacent property owners, if they so choose to accept it. The
motion carried by the following vote:

5 acres. Plat has been submitted for review.

o 1.43ac Tract on Interchange Drive, A simple subdivision at the end of the
cul-de-sac for the City of Crossville. This plat has been recorded as Deed Book 1514
page 1027
o Bolin Property, a simple lot line adjustment between two lots between Roland St.
and HWY 127 N. The plat has been recorded as Plat Book 12 page 50.
