The Crime Control and Prevention District Board of Directors of the City of Crowley, Texas met in Regular Session on Thursday, June 4, 2026, at 6:00 PM in the City Council Chambers, 201 East Main Street, Crowley City Hall, Crowley, Texas. Call to Order and Roll Call President Jesse Johnson called the Session to order at 6:00 p.m. Board Secretary Carol Cannady called roll and noted a quorum was present. Present were Member Billy Davis, Member Jim Hirth, President Jesse Johnson, Member Scott Gilbreath, Member Carl T. Weber III, Member Tina Pace Staff included: City Manager Lori Watson Police Chief Kit Long Secretary Carol Cannady Absent: Council Member Jerry Beck Public Hearings 1. Hold a public hearing on the proposed Fiscal Year 2026–27 Crime Control and Prevention District (CCPD) Budget. Discuss and consider approval of the budget and its submission to the City Council for final approval. President Jesse Johnson opened the public hearing at 6:01 p.m. and invited anyone wishing to speak to come forward. There were no visitors wishing to speak and President Johnson closed the public hearing at 6:02 p.m. Member Billy Davis made the motion to Approve the Fiscal Year 2026-27 Crime Control and Prevention District Budget; second by Council Member Jim Hirth, council voted unanimously to approve the motion as presented. Motion carried 6-0. CCPD Business 1. Discuss and consider approving the minutes from the meeting held on May 21, 2026 Member Jim Hirth made the motion to Approve the minutes as presented; second by Member Billy Davis, council voted unanimously to approve the motion as presented. Motion carried 6-0. 2. Discuss and elect a President and Vice-president pursuant to the City of Crowley Code of Ordinance, Section 2-146. Member Carl T. Weber III made the motion to nominate and appoint Member Tina Pace as CCPD Board President; second by Member Scott Gilbreath, council voted unanimously to approve the motion as presented. Subject: Discuss and consider Fiscal Year 2026-27 CCPD Budget Amendment #1 for the purchase of two Citizen on Patrol vehicles. Background: The Crowley Police Department respectfully requests approval of a budget amendment for the purchase of two vehicles to support the Citizens on Patrol (COP) program. The COP program currently operates with two vehicles that were previously assigned to patrol operations. Due to extensive prior use, both vehicles have accumulated high mileage and significant wear and tear. As a result, maintenance and repair expenses have increased substantially and are no longer cost-effective, with some repair costs exceeding the value of the vehicles themselves. In addition, the current fleet lacks uniformity, consisting of a pickup truck and an SUV of different makes and colors. Some COP volunteers are not comfortable operating the pickup truck, resulting in disproportionate use of the SUV. This imbalance accelerates vehicle wear, limits operational efficiency, and reduces the overall effectiveness of the program. While the purchase of two replacement vehicles represents a significant investment, it will provide a reliable, standardized fleet for the COP program, reduce ongoing maintenance costs, and help ensure the long-term sustainability of the program and its continued service to the citizens of Crowley. Recommendation: Staff requests Board consideration and approval of CCPD 2026-27 Budget Amendment #2. Financial Information: The cost of the two vehicles is $63,520.
