MINUTES Historic Preservation Commission September August 7, 2025 City Hall, 100 W. Woodstock Street, Crystal Lake, IL 1) Call to Order A. Freund called the meeting to order at 3:02 p.m. 2) Roll Call/Attendance The following Commission members were present: Ana Freund, Nancy Haskins, and Bob Wyman. Zach Benkert, Bob Kosin, and Madison Sommerfield were absent. City Planner, Elizabeth Maxwell was present for staff. It was noted that there was not a quorum to vote on official business. 3) Public Comment Diana Kenney was in the audience. 4) Approval of Minutes of the August 7, 2025 Regular Meeting This item was deferred until the their next meeting. 5) Vote on Meeting Dates The members present shared their preferences for meeting days and times. Since no quorum was present for the vote, this item was deferred until their next meeting. 6) Crystal Lake Cemetery – Grant Disbursement Ms. Kenney was present to discuss the request. She noted that the Northwest Herald had a front page article on the restoration project. She also said the book sales that were collected are to go towards this project. The Commission will review the funds raised to issue the funds to the Historical Society. Since no quorum was present for the vote, this item was deferred until their next meeting. 7) Trolley Tour 2026 A. Freund asked for any discussion. Ms. Kenney said she liked that the 2025 trolley tour was held at the Colonel Palmer House and tied into the Historical Society’s mission. There were so many people that loved the tour, as well as the exhibits throughout the house. She is excited about the possibility to collaborate with the Commission. This is a very important community event. She believes this can be beneficial for both groups and tie into their strengths whereas the Historical Society can host and do research and the Commission can secure ads and sell tickets. She said it is the 250th anniversary of the establishment of the United States and there is also local Civil War history in the area like a GAR encampment, Underground Railroad, and homes of some Union Soldiers. She can start the route and home selection. She will speak with the Board for the Historical Society and come back to the Commission with the next steps. If anyone wants to learn or assist with research, she can help. 1 B. Wyman believe they will still need to raise their own funds for projects and not rely on the City for any funding. 8) New Projects B. Wyman said he and B. Kosin would create a list of who to contact from that HARGIS map list. A. Freund said the landmark application is very confusing and so long. She would like to review it at the next meeting. The revised application, letter and brochure can then be sent to potential properties. She wants a wide cast of homes. If they get 1 out of 10 she want to send it to 100 or 200 homes to get a good number. 9) Member Inquiries and Reports B. Wyman said the train depot is going on the October meeting for the State’s consideration of placing it on the National Register. 10) Adjournment There being no further discussion the Commission ended the meeting at 4:06 p.m. 2
