What are the strengths and weaknesses of the Culpeper Historic District Handbook?
Expand the "period of interest" to 1960s?
Should areas within the overlay district but outside of the NR district be treated differently than
the NR district at all? If so, are there certain areas/streets within the overlay that should be
treated as sensitively as the National Register District, and why?

ARCHITECTURAL REVIEW BOARD
• Reviews and approves exterior changes to properties within district
• Identifies and recommends additional properties or areas to be designated for inclusion in
the district, as well as boundary changes
• Recommends to Town Council guidelines for preserving, rehabilitating, and inventorying
historic resources
PROJECT REVIEW PROCESS
• Certificate of Finding required for projects including new construction, reconstruction,
alterations, restorations, or demolition of a historic structure within the district.
• Projects must be architecturally compatible with the historic district, according to the
Secretary of the Interior’s Standards for Rehabilitating Historic Buildings and Culpeper
Historic District Design Guidelines
• Planning and Community Development Dept. staff review and determine whether ARB
review is needed.
• ARB reviews applications for findings of architectural compatibility
HISTORIC DISTRICT SIGNIFICANCE AND CHARACTER
HISTORIC SIGNIFICANCE
According to the 1987 National Register nomination, the Culpeper Historic District is significant
for:
• Architectural integrity (cohesive collection of buildings from the post-Civil War period to the
mid-20th century)
• Associations with state and regional commercial, military, political, and transportation
history, resulting from the arrival of the Orange and Alexandria Railroad, which transformed

Culpeper into a major trading and shipping point and strategic military location during the
Civil War.
