Main Street, Economic Development Office, Council Committee Room Culpeper, VA 22701 Call to Order Vice-Chair, Ms. Clements, opened the meeting at 8:30 a.m. Call of Roll Members Present: Elana Clements Christine Daley John Flanagan Norma Nelson Pranas Rimeikis, Town Council Member Members Absent: Joshua Headley, Chair Staff Present: Connie Dalton, Town Planner Anthony Schoch, Public Works Kelli Carmichael, Planning and Zoning Assistant Others Present: Jessica Jenkins, Culpeper Renaissance Inc. Approval of Agenda Motion: By Ms. Nelson, to approve the agenda as presented Seconded: By Mr. Flanagan Vote: Motion Carried, 4-0, 1 absent Approval of Minutes Motion: By Mr. Flanagan, to approve the minutes as presented Seconded: By Ms. Nelson Vote: Motion Carried, 4-0, 1 absent Comments and Correspondence from the Public on Items Not on the Agenda None. Departmental Reports Parking Authority Maintenance Expenditures: The Authority reviewed the Maintenance Expenditures and had no questions or comments. Parking Authority Revenue and Expenditures: The Authority reviewed the Revenue and Expenditures and has no questions or comments. Parking Lot Usage per Month: The Authority reviewed the Parking Lot Usage and had no questions of comments. Parking Authority 1 November 19, 2025 Page 3 of 15 Unfinished Business Triangle Lot Signage Update: Ms. Dalton informed the Authority that the signs have been installed by Public Works with the lot hours being covered until the Heritage Lot elevator is fully operational. Mr. Schoch provided an update on the status of the elevator. New Business Parking Lot Rental Request – Winter Market - #6047-2025: Ms. Clements presented a request by Culpeper Renaissance, Inc. to rent the East Davis Street Lot on December 6th, 13th, and 20th for the Culpeper Downtown Winter Farmers Market. The applicant has requested a fee waiver. The Chairman made a determination of approval based on language of the PA Bylaws and Ms. Dalton is requesting ratification by the Board. Motion: By Ms. Daley, to approve the request as presented Seconded: By Ms. Nelson Vote: Motion Carried, 4-0, 1 absent Discuss QR code for CRI kiosks and link to a PA Website: Ms. Clements opened discussion sharing that a link to the Parking Authority was supposed to be included on the Town’s website but has not been done. Discussion ensued regarding what to link the QR to in the absence of an official Parking Authority site. Discussion ensued regarding where the QR code should link to. Motion: By Ms. Daley link the QR code to the Parking Authority brochure Seconded: By Ms. Nelson Vote: Motion Carried, 4-0, 1 absent Other Business None. Follow-Up Items Ms. Clements requested that the brochure discussion be moved up to stay on the topic. Parking Authority Brochure: Ms. Clements opened discussion on clarifying language needed for the brochure. Discussion ensued. Motion: By Ms. Daley to change the following:  Under “General Parking” change the 2nd and 3rd sentences to read “All of the lots are available for 3-hour parking, with enforcement weekdays from 8:00 am to 6:00 pm. There are no restrictions on weekends or holidays.”;  Under “One Day Visitor Parking Pass” change the language from “One day” to “Weekday”;  Ensure that all links are live and accurate;  Under “Schedule of Fines and Fees” change from “One Day Parking Pass” to “Weekday Parking Pass”;  Regarding lot rentals, change “lot” to “lots” Seconded: By Ms. Nelson Vote: Motion Carried, 4-0, 1 absent FY27 Budget: Ms. Clements opened discussion on budgeting needs and expectations for the next fiscal year. Discussion ensued regarding future plantings and potential lot maintenance. Mr. Rimeikis provided the Town’s budgeting process and deadlines to the Authority. The Authority requested that Staff provide the paving and striping schedule from Public Works, the estimated cost for “drop-downs” for the current parking lot signs that would provide the enforcement hours, and a cost estimate for planter upkeep from the Culpeper Garden Club. Parking Authority 2 November 19, 2025 Page 4 of 15 Special Meeting Date: Ms. Clements noted that the Authority previously discussed the potential to hold their December meeting on the 10th should the need arise. Ms. Clements expressed her desire to hold the meeting on this date to discuss the budget item. Motion: By Ms. Nelson to move the December meeting to the 10th Seconded: By Mr. Flanagan Vote: Motion Carried, 4-0, 1 absent Parking Authority Application for Board Position: Ms. Dalton noted that the agenda item was posted prior to Ms. Daley’s appointment to the Authority. Ms. Dalton recognized and thanked Ms. Daley for her efforts to be sworn in and volunteering for the Authority.
