Comments and Correspondence from the Public on Items Not on the Agenda
Sarita Faught, of the Culpeper Garden Club, provided an update on the cleanup and
seed planting planned for the planters and East Cameron Lot. Mr. Faught inquired as the
whether the Authority would like the Culpeper Garden Club to continue to maintain the
planters. The Authority expressed a desire to continue their partnership.
Departmental Reports
Parking Authority Maintenance Expenditures:
The Authority reviewed the Maintenance Expenditures. Discussion ensued regarding snow
removal.
Parking Authority Revenue and Expenditures:
The Authority reviewed the Revenue and Expenditures and had no questions or comments.

The Authority reviewed the Parking Lot Usage and had no questions or comments.
Unfinished Business
Update on inquiry regarding Lowes Charge assigned to Parking Authority: Mr. Hopewell
informed the Authority that the charge has been removed from the Authority and
charged to Public Works.
New Business
None.
Other Business
Gnarly Culpeper Block Party & Brew Fest: Mr. Pancotti informed the Authority that the
application was received for the yearly Gnarly Culpeper Block Party and Brew Fest.
Because the applicant did not request a fee waiver, the application had been
administratively approved.
Follow-Up Items
FY27 Budget: Mr. Hopewell informed the Authority that the budget request for FY27 was
submitted with a modest increase on the Repair and Maintenance and included $3,000
for signage replacement. Mr. Hopewell suggested the Authority wait until after the
potential storm forecasted for this week before making a final decision on whether to use
remaining FY26 funds for signage or request it for FY27. The Authority decided that it
will make a decision at the March meeting.
Heritage Park: Mr. Schoch informed the Authority that the elevator is currently operating
properly. The Authority will revisit the discussion in March to ensure that the elevators
are consistently in operation to help determine when to officially reveal the 3-hour
parking limit at the Triangle Lot.
Mr. Rimeikis inquired about why Paige Read is gathering stakeholders from various
Boards. Mr. Hopewell informed the Authority that the County is working with
consultants to do a feasibility study the future expansion or potential relocation of the
Courthouse. Stakeholders from Authorities, Boards and Commissions have been
requested to provide input on the matter.

Frequently Asked Questions
What if I do not have insurance for the event?
The Parking Authority’s insurance carrier, VACoRP, offers GatherGuard as an insurance option for individuals
and groups seeking to hold events or organized activities on Parking Authority property. Using this program,
event organizers can get a quote and purchase coverage online. The cost for a policy is generally around
$100, but this depends on the type of event and projected attendance. The following link will bring you to
the program homepage where you will find more information: https://www.vacorp.org/coverage/tulip/
Do I need to notify vehicles that are usually parked in lot about the event?
Yes – a flyer about your event would be beneficial. You can place a flyer on the vehicles at least 2
consecutive weeks in advance (Fridays and Saturdays). Notification to the businesses (in the area of the
parking lot) would be beneficial as well.
What happens if vehicles are parked in the lot on the day of the event?
A few days before the event, make every attempt to check with the businesses in the area to make sure they
know that the event is happening, and they can remind their employees as well. On the day of the event, if
there are vehicles in the lot, then contact the Culpeper Town Police Department at 540-727-3430 and they
can help to find the owner. As a last resort, the vehicles can be towed to a nearby lot at the expense of the
vehicle owner.
Do I need to clean-up trash after the event?
Yes, the parking lot should be cleaned and all trash removed. Contact Public Works at 540-825-0285 if Town
trash receptacles are needed/requested. Additional fees may apply for receptacles and/or cleaning.
Can a parking lot be rented for a private event?
No, because the parking lots are for the benefit of the community, rentals are only for events that are open
to the public.
Can portions of a parking lot be rented?
No, the entire lot must be rented for an event. Individual parking permits and day passes are available for
the parking of vehicles.

Wolford & Associates may be interested in doing her back-to-school event the next day,
July 25. She has not completed her application and I’m not sure if it is still happening, but I
thought I would let you know.
