Adjourn.  CITY OF CUMMING COUNCIL MINUTES WORK SESSION October 1, 2019 I. There was a Work Session meeting of the Mayor and Council of the City of Cumming on Tuesday, October 1, 2019, at 6:00 P.M., at City Hall in Cumming, Georgia. The Mayor and all Council Members were properly notified as required by law and all were present with the exception of Chad Crane. Mayor Troy Brumbalow presided over the meeting and called the meeting to order. II. Invocation: Mayor Brumbalow asked Mr. Phil Higgins to deliver the invocation. III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American Flag. IV. Consider Agenda for Adoption- A motion was made by Lewis Ledbetter and seconded by Linda Ledbetter to adopt the agenda as presented. The motion carried 4-0 with Councilman Crane absent. V. Consider for adoption the following meeting minutes: A. Regular Council Meeting of September 17, 2019: A motion was made by Lewis Ledbetter and seconded by Linda Ledbetter to approve the minutes of the Regular Council Meeting of September 17, 2019 as presented. The motion carried 4-0 with Councilman Crane absent. B. Executive Session Meeting of September 17, 2019: A motion was made by Lewis Ledbetter and seconded by Linda Ledbetter to approve the minutes of the Executive Session Meeting of September 17, 2019. The motion carried 4-0 with Councilman Crane absent. VI. Acknowledgements, Proclamations, Resolutions, etc. -None VII. Old Business: None VIII. New Business A. Administration 1. Resolution- Application for Recreational Trails Grant- City Administrator Phil Higgins explained that the City of Cumming is requesting to apply for funding from the Georgia Department of Natural Resources’ Recreational Trails Program in order to fund the construction of the City Center Trail. The City would pay 100% of the total construction cost and, if the City receives the grant, it would be reimbursed for 80% of eligible costs by the Department of Natural Resources. A motion was made by Lewis Ledbetter and seconded by Linda Ledbetter to adopt the Resolution to apply for a Recreational Trails Grant with the Georgia Department of Natural Resources. The motion carried 4-0 with Councilman Crane absent. B. Streets 1. Pine Lake Drive Speed Tables- City Administrator Phil Higgins made a request to consider the installation of speed tables on Pine Lake Drive. He explained that this street has been used as a cut-through now for several years. “For the safety of the residents, drivers and pedestrians I feel it would be a good idea to install speed tables,” stated Higgins. Two speed tables placed on Pine Lake Drive should be sufficient to get drivers to slow down in this residential neighborhood. The cost for (2) two speed tables would be approximately $11,000 ($5,500 each). A motion was made by Lewis Ledbetter and seconded by Linda Ledbetter to authorize the placement of (2) two speed tables on Pine Lake Drive for a cost of approximately $11,000.00. The motion carried 4-0 with Councilman Crane absent. IX. Announcements A. Upcoming Fairgrounds Events 1. Cumming Country Fair & Festival- Oct. 3-13 X. Executive Session Mayor Brumbalow stated there was no need to have Executive Session. XI. Adjournment: A motion was made by Lewis Ledbetter and seconded by Linda Ledbetter to adjourn the meeting.
