CITY OF CUMMING COUNCIL MINUTES WORK SESSION DECEMBER 1, 2020 I. There was a Work Session meeting of the Mayor and Council of the City of Cumming on Tuesday, December 1, 2020, at 6:00 P.M., at City Hall in Cumming, Georgia. The Mayor and all Council Members were properly notified as required by law and all were present. Mayor Troy Brumbalow presided over the meeting and called the meeting to order. II. Invocation: Mayor Brumbalow asked Mr. Phil Higgins to deliver the invocation. III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American Flag. IV. Consider Agenda for Adoption- A motion was made by Chad Crane and seconded by Jason Evans to adopt the agenda as presented. The motion carried unanimously. V. Consider for adoption the following meeting minutes: A. Regular Council Meeting of November 17, 2020: A motion was made by Chad Crane and seconded by Jason Evans to approve the minutes of the Regular Council Meeting of November 17, 2020 as presented. The motion carried unanimously. B. Executive Session Meeting of November 17, 2020: A motion was made by Christopher Light and seconded by Joey Cochran to approve the minutes of the Executive Session Meeting of November 17, 2020 as presented. The motion carried unanimously. VI. Acknowledgements, Proclamations, Resolutions, etc.: VII. Old Business- A. Administration: 1. 2021 Budget- Consider for Adoption City Administrator Phil Higgins presented the 2021 Budget to the Mayor and Council for consideration of adoption. The budget was originally made available at the November 3, 2020 meeting, and then a public hearing was held on November 17, 2020 stated Higgins. A motion was made by Jason Evans and seconded by Joey Cochran to adopt the 2021 budget as presented. The motion carried unanimously. 2. 2021 Budget Resolution: City Administrator Phil Higgins presented the 2021 Budget Resolution to the Mayor and Council for consideration of adoption. A motion was made by Jason Evans and seconded by Linda Ledbetter to authorize Mayor Brumbalow to sign the Budget Resolution, formally adopting the 2021 budget. The motion carried unanimously. VIII. New Business A. Police: 1. 2020 Departmental Awards: Mayor Brumbalow and the City Council expressed their sincere appreciation for the Cumming Police Department for their service and leadership through a very difficult year. Chief David Marsh then presented “Lifesaving Awards,” the “Supervisor of the Year Award”, and the “Officer of the Year Award.” IX. Announcements: A. Cumming Christmas Parade- Saturday, Dec. 5, 5 p.m., FCHS to Fairgrounds. X. Executive Session: Mayor Brumbalow stated there was a need to have Executive Session to discuss the lease of real property. A motion was made by Joey Cochran and seconded by Chad Crane to recess into Executive Session. After a brief Executive Session, a motion was made by Joey Cochran and seconded by Christopher Light to reopen the regular meeting. The motion carried unanimously. XI. Adjournment: A motion was made by Jason Evans and seconded by Chad Crane to adjourn. The motion carried unanimously. Approved this 15th day of December, 2020.
