COUNCIL MINUTES
WORK SESSION
NOVEMBER 3, 2021
I. There was a Work Session meeting of the Mayor and Council of the City of Cumming
on Wednesday, November 3, 2021, at 6:00 P.M., at City Hall in Cumming, Georgia. The
Mayor and all Council Members were properly notified as required by law and all were
present. Mayor Troy Brumbalow presided over the meeting and called the meeting to
order.
II. Invocation: Mayor Brumbalow asked Mr. Phil Higgins to deliver the invocation.
III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American
Flag.
IV. Consider Agenda for Adoption- A motion was made by Chad Crane and seconded
by Joey Cochran to adopt the agenda as presented. The motion carried unanimously.
V. Consider for adoption the following meeting minutes: A. Regular Council Meeting
of October 19, 2021: A motion was made by Jason Evans and seconded by Chad Crane
to approve the minutes of the Regular Council Meeting of October 19, 2021 as presented.
The motion carried unanimously.

VIII. New Business A. Administration: 1. 2022 Budget (Information Only): The
proposed 2022 Budget was presented to the Mayor and City Council for their review. A
public hearing is scheduled for November 16th, 2021 for the public to make any comments.
B. Fairgrounds: 1. Report on 2021 Cumming Country Fair and Festival: Fairgrounds
Director Tracy Helms reported on the success of the 2021 Cumming Country Fair and
Festival.
C. City Center: 1. Change Order- Electrical: City Administrator Phil Higgins explained
that in the design of many of the buildings at the City Center a 200 Amp panel was spec’d
for the different suites. In many locations an upgrade to a 400 Amp panel is needed to
operate equipment in restaurants and other uses.
The awarded contractor for electrical work on the site has provided a quote for this upgrade
of $251,709.00. It is the recommendation of the project manager and staff to approve this
upgrade. A motion was made by Jason Evans and seconded by Christopher Light to
approve the change order for the City Center Electrical in the amount of $251,709.00. The
motion carried 4-1 with Councilmember Ledbetter against.
2. Change Order- Steel: City Administrator Phil Higgins explained that in the scope of
the RFP for interior steel walls there was no consideration for interior doors. Our awarded
contractor has received quotes for the doors, frames, hardware and installation of 81
interior doors of different sizes in the amount of $429,232.41. After consulting with our
Construction Manager and verifying pricing, it is their recommendation to approve this
change order. Mayor Brumbalow requested to table any action on the Change Order until
the November 16, 2021 Council Meeting.
IX. Announcements- A. Veterans Day Ceremony- Thursday, November 11 at 11 a.m. at
the Veterans War Memorial
X. Executive Session: Mayor Brumbalow stated there was a need to have Executive
Session to discuss Real Property Negotiations. A motion was made by Christopher Light
and seconded by Chad Crane to recess into Executive Session. The motion carried
unanimously.
After a brief Executive Session, a motion was made by Christopher Light and seconded by
Chad Crane to re-open the regular meeting. The motion carried unanimously.
XI. Adjournment: A motion was made by Christopher Light and seconded by Joey
Cochran to adjourn. The motion carried unanimously.
