There was a Work Session meeting of the Mayor and Council of the City of Cumming on Tuesday, March 1, 2022, at 6:00 P.M., at City Hall in Cumming, Georgia. The Mayor and all Council Members were properly notified as required by law and all were present. Mayor Troy Brumbalow presided over the meeting and called the meeting to order. II. Invocation: Mayor Brumbalow asked City Administrator Phil Higgins to deliver the invocation. III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American Flag. IV. Consider Agenda for Adoption- A motion was made by Chad Crane and seconded by Christopher Light to adopt the agenda as presented. The motion carried unanimously. V. Consider for adoption the following meeting minutes: A. Regular Council Meeting of February 15, 2022: A motion was made by Jason Evans and seconded by Chad Crane to approve the minutes of the Regular Council Meeting of February15, 2022 as presented. The motion carried unanimously. VI. Acknowledgements, Proclamations, Resolutions, etc.- A. Colon Cancer Awareness Month. Mayor Brumbalow read aloud and presented a proclamation proclaiming March 2022 as Colorectal Cancer Awareness Month in the City of Cumming, Georgia. VII. Old Business: none VIII. New Business A. Utilities: 1. Six Million Gallon Clearwell Project- GEFA Loan: The Department of Utilities requested to begin the process of designing and advertising for bids for the Six Million Gallon Clearwell Project at the Cumming Water Production Facility. The Georgia Environmental Finance Authority (GEFA) has approved a low- interest loan (0.13%) for this project. The current estimates are for $5 million for Phase 1 and $12 million for Phase 2, both of which will begin in 2022. A motion was made by Jason Evans and seconded by Joey Cochran to authorize the Department of Utilities to advertise for bids the Six Million Gallon Clearwell Project. The motion carried unanimously. 2. AWRF Clarifier Probes and Control Meters: The Department of Utilities requests to purchase replacement dissolved oxygen, pH, and Potential meters and probes at the Advanced Water Reclamation Facility (AWRF). The existing probes are now 15 years old and need to be replaced. Only one company can provide these propriety components: CERLIC. The Department of Utilities recommends accepting this bid in the amount of $142,435.00. A motion was made by Christopher Light and seconded by Linda Ledbetter to accept the sole source bid from Cerlic in the amount of $142,435.00. The motion carried unanimously. 3. Sawnee Creek Pump Station- Replacement Control Panel: The Department of Utilities request to purchase a new control panel for the Sawnee Creek Wastewater Pumping Station. The existing pump control panel is 15 years old. In addition, due to the additional flow from the proposed development on the Mashburn Tract along Pilgrim Mill Road, the Department will need to add Variable Frequency Drives (VFD) to control the speed and thus the pumping volume of the pumps. Only one company can provide these proprietary components: Xylem/ ITT Flygt. The Department of Utilities recommends accepting this bid from Xylem/ ITT Flygt in the amount of $187,593.86. A motion was made by Joey Cochran and seconded by Jason Evans to accept the sole source bid from Xylem/ ITT Flygt in the amount of $187,593.86. The motion carried unanimously. 4. AWRF Clarifer Launder Covers: The Department of Utilities request to purchase launder covers for the effluent clarifies at the Advanced Water Reclamation Facility (AWRF). The treatment process at the plant is affected by the algae growth on the launders, which is caused by sunlight. Only one company can provide these proprietary components: NEFCO. The Department of Utilities recommends accepting this bid from NEFCO in the amount of $154,500.00. A motion was made by Joey Cochran and seconded by Linda Ledbetter to accept the sole source bid from NEFCO in the amount of $154,500.00. The motion carried unanimously. IX. Announcements: none X. Executive Session: Mayor Brumbalow stated there was a need to have Executive Session to discuss real property acquisition. A motion was made by Chad Crane and seconded by Jason Evans to recess into executive session. The motion carried unanimously. After a brief executive session, a motion was made by Chad Crane and seconded by Jason Evans to reopen the regular session. The motion carried unanimously. XI.
