COUNCIL MINUTES
WORK SESSION
MAY 7, 2024
I. There was a Work Session meeting of the Mayor and Council of the City of Cumming
on Tuesday, May 7, 2024 at 6:00 P.M., at City Hall in Cumming, Georgia. The Mayor and
all Council Members were properly notified as required by law and all were present with
the exception of Joey Cochran.
II. Invocation: Mayor Brumbalow asked City Administrator Phil Higgins to deliver the
invocation.
III. Pledge to the Flag. Mayor Brumbalow led everyone in the Pledge to the American
Flag.
IV. Consider Agenda for Adoption- Mayor Brumbalow requested to remove from the
agenda under Old Business: A. Administration 1. Consider Agreement with Beltan
Properties- Construction of New Police and Municipal Court Building. A motion was
made by Susie Carr and seconded by Jason Evans to amend the agenda as requested by
Mayor Brumbalow and adopt the remainder of the agenda as presented. The motion carried
4-0 with Joey Cochran absent.
V. Consider for adoption the following meeting minutes: A. Regular Council Meeting
of April 16, 2024: A motion was made by Jason Evans and seconded by Chad Crane to
approve the minutes of the Regular Council Meeting of April 16, 2024 as presented. The
motion carried 4-0 with Joey Cochran absent.
VI. Acknowledgements, Proclamations, Resolutions, etc.: A. National Gun Violence
Awareness Day: Mayor Brumbalow read a proclamation proclaiming Friday, June 7,
2024, as NATIONAL GUN VIOLENCE AWARENESS DAY in the City of Cumming,
and encourage all citizens to support their local communities’ efforts to prevent the tragic
effects of gun violence, and to wear orange in honor of human live.
B. Mental Health Awareness Month: Mayor Brumbalow read a proclamation
proclaiming the month of May as MENTAL HEALTH AWARENESS MONTH and
encourage Cumming and Forsyth County residents to attend the upcoming Mental Health
Summit on Monday, May 13, 2024 at the Forsyth Conference Center.
C. Law Day: Mayor Brumbalow read a proclamation proclaiming May 10, 2024 as
FORSYTH COUNTY LAW DAY and urge everyone to observe this day by renewing
their commitment to our democracy during this election year and by participating in the
voting process.
VII. Old Business: A. Administration: 1. Consider Agreement with Beltan
Properties- Construction of New Police and Municipal Court Building:

VIII. New Business: A. Utilities: 1. Apple Developer Agreement for City APP: The
Department of Utilities has been working with our software developer, Tyler Technologies,
to create a City APP. The main focus of this APP would be City Activities such as those at
the City Center, Fairgrounds, Park and Recreation, and Aquatic Center. The Department
of Utilities would benefit from this APP via the option to pay water bills through the APP.
The Department of Utilities requests authorization to sign the necessary legal documents
to begin the building of the APP. A motion was made by Jason Evans and seconded by
Christopher Light to authorize Jon Heard to sign the necessary documents to create the
City APP. The motion carried 4-0 with Joey Cochran absent.
2. Sanders Road and Buford Dam Road Pump Station Control Panels: The
Department of Utilities requested to replace two wastewater pumping station motor control
panels. These panels are specific to ITT Flygt pumps and pump stations, therefore are
available only through a sole source. These were 2024 budgeted items. The prices for the
control panels are as follows:
1. Buford Dam Road Pump Station #1 $143,752.24
2. Sanders Road Pump Station $185,669.23
Total $329,421.47
A motion was made by Jason Evans, and seconded by Chad Crane to authorize the purchase
of two (2) wastewater pumping station control panels for a total of $329,421.47. The
motion carried 4-0 with Joey Cochran absent.
IX. Announcements: None
X. Executive Session: Mayor Brumbalow stated there was no need for Executive
Session.
XI. Adjournment: A motion was made by Chad Crane and seconded by Jason Evans to
adjourn the meeting. The motion carried 4-0 with Joey Cochran absent.
