CITY OF DALHART, TEXAS REGULAR CITY COUNCIL MEETING Monday, April 8, 2024. City Council Chambers, 205 Rock Island Street, Dalhart, Texas Council Members Present Council Members Absent Ty Hancock Ginger Cleavenger Gary Schniederjan Franky Scott Dwayne Smith Parker Noel Brian “Bruno” DeMots Mayor Justin Moore Interim City Manager-Ken Nickel City Secretary-Kristy Lehr City Attorney via Zoom-Bryan Guymon Regular Session-6:00 PM With a quorum of the Council Members present, Mayor Justin Moore called the Regular Meeting of the City Council to order at 6:00 pm on Monday, April 8, 2024. Prayer Mayor Justin Moore led the prayer. Pledge to the Flag Mayor Justin Moore led the Pledge of Allegiance and followed with the Pledge to the Texas Flag CONSENT AGENDA 1. Minutes of Regular Meeting March 25, 2024 2. Minutes of Special Meeting March 27, 2024 MOTION: Ty Hancock made a motion to approve the minutes for March 25, 2024, and March 27, 2024. Parker Noel seconded the motion, and the motion was carried unanimously. REGULAR AGENDA Public Comments- None Item #2 Presentation of the City of Dalhart Employee Service Awards Erika Trevino was presented a service award for 6 years and Liana Hunter was presented a service award for 1 year. Item #3 Further discussion of the Presentation from Dalhart Youth Soccer Club Mayor Justin Moore opened this up for discussion. There were inquiries from council members on different lands across the city and the ownership. There was a discussion of grants, HOT Tax monies, and EDC in regard to funding a soccer complex. Mayor Justin Moore appointed Ty Hancock, Ginger Cleavenger, and Gary Schniederjan to a committee for this purpose. The president of the Dalhart Youth Soccer Club, Ashley Mariscal also volunteered to be on the committee. Item #4 Dalhart Volunteer Fire Department February fire report from Mario Garcia, Fire Chief. Chief Mario Garcia provided an overview of the new system reports for the Dalhart Volunteer Fire Department. He highlighted the reports including Dallam, Hartley, and out-of-district incidents with a total of 14. There were a total of 587 man-hours reported for February. Mario stated that the system helps with cost recovery for the department after the reports are filed. Item #5 Consider and/or act upon the recommendation from the bid committee for the sale of two firetrucks. Fire Chief, Mario Garcia provided information about the bids the Dalhart Volunteer Fire Department received for the two fire trucks up for bid. The committee all agreed to select the highest bid which was the Sedan Fire Department for the 1995 Firetruck, and the Membership of the Dalhart Volunteer Fire Department for the 1988 Mack Truck. MOTION: Dwayne Smith made a motion to accept the recommendation from the committee to award the highest bids to the Sedan Fire Department for the 1995 Fire Truck and to the membership of the Dalhart Volunteer Fire Department for the 1988 Mack Truck. Ginger Cleavenger seconded the motion and the same carried unanimously. Item #6 Staff update on the Transfer Station Interim City Manager, Ken Nickel gave a short overview stating he had reviewed contracts and would be meeting Adolfo from High Plains on the next day, as well as meeting with staff. He stated he would like to gather more information and get back to the council. Item #7 Discuss and/or take action on the Reclaimed Water Project Gilbert Rameriz gave an overview of the pumps for this project and how West Texas Utility blamed the electrical contractor, Rays Electric for the inoperable pumps. Rays Electric blamed West Texas Utility for the inoperable pumps. Pumps got sent off and the pumps were good and possibly a different software program should have been used. West Texas Utility has hired a new electrician in hopes that a solution will be found. Interim City Manager, Ken Nickel stated there may be some local people that are willing to help. Gilbert Rameriz stated that the goal is to get the pumps going, and lines cleaned out and see if it will work. Mayor Justin Moore stated that if we cannot get the project to work possible legal action may be the best option. Item #8 Discuss and/or take action on the intersection of New York Street and Michigan Street. There was a discussion about closing the street between the storage buildings and the hotel. Another obstacle was brought up about the water drainage and how that must be fixed. Item #9 The City Council will convene into executive session under Tex. Gov’t Code § 551.074 (Personnel Matters) to discuss the process of hiring, the timing of, appointment, duties, and employment of a public employee or officer (City Manager). Convened at 6:25 pm Reconvened to regular session at 7:03 pm Item #10 Discuss and/or act upon, if necessary, matters discussed in the executive session. MOTION: The Mayor, Justin Moore, called for a motion to hire Clear Career Professionals for the search firm in hiring a new City Manager. Dwayne Smith made a motion to hire Clear Career Professionals for the search firm in hiring a new City Manager. Ty Hancock seconded the motion. The Mayor called for a vote.
