CITY OF DALHART, TEXAS REGULAR CITY COUNCIL MEETING MONDAY, JULY 27, 2026 http://www.dalharttx.gov City Council Chambers, 205 Rock Island Street, Dalhart, Texas Notice is hereby given of the Regular Meeting of the City Council of the City of Dalhart, Texas to be held at Dalhart City Hall on July 27, 2026, at 6:00 p.m. The following business will be considered: PRAYER PLEDGE TO THE UNITED STATES AND TEXAS FLAGS CONSENT AGENDA 1. Approve minutes from the July 13, 2026, Regular Council Meeting. 2. Approve June Financials and Bills. REGULAR AGENDA 1. Public Comment. 2. Discuss and/or act upon the street closure request from the Dalhart Area Chamber of Commerce for the Farm to Table event. 3. Discuss and/or act upon the second reading and adoption of Resolution 2026-12. A Resolution of the City Council of the City of Dalhart, Texas approving a project of the Dalhart Economic Development Corporation, 4B with Dallam-Hartley Counties Healthcare Foundation, Inc. and authorizing the Executive Director of the DEDC to effectuate and fund the project, including executing any and all Documents and Instruments necessary or appropriate in connection therewith; providing a severability clause, a savings clause, and an effective date. 4. Discuss and/or act upon the second reading and adoption of Resolution 2026-13. A resolution of the City Council of the City of Dalhart, Texas authorizing the City Manager to enter into a multiple use agreement with the Texas Department of Transportation to achieve the proposed phases of a TxDOT Right-of-Way Beautification Project in conjunction with the Dalhart Economic Development Corporation 4B. 5. Discuss and/or act upon adopting Resolution 2026-15. A resolution of the City Council of the City of Dalhart, Texas: Approval a Real Estate purchase and sale contract for Dalhart Economic Development Corporation, 4B to purchase Lot 3, Block 3, Dalhart Business & Industrial Park Subdivision – Unit 1, authorizing the  Executive Director or Vice President of the Board to finalize, enter into, and close the contract; providing a severability clause, a savings clause, and an effective date. 6. Discuss and/or act upon adopting Resolution 2026-18. A resolution of the City Council of the City of Dalhart, Texas Designating certain officials as being responsible for, acting for, and on behalf of the applicant in dealing with the Texas Parks and Wildlife Department, for the purpose of participating in the Local Park Grant Program. 7. Discuss and/or act upon 2026 Seal Coat Bids. 8. Discuss and/or act upon the first reading of Ordinance 2026-07. An ordinance amending the City of Dalhart, Texas Code of Ordinances, Chapter 14, Finance and Taxation, Article I, in general, by adding a section entitled “Credit Card Payments and Processing Fee” establishing a fee to recover expenses incurred by the City in processing credit cards for payments; providing an effective date; providing a savings clause; providing a repealer and providing for publication. 9. Adjournment.
