SPECIAL COMMON COUNCIL MEETING
Monday, June 22, 2009

Common Council Members
Mayor Mark D. Boughton called the Common Council Meeting to order at 7:15 p.m. on Monday,
June 22, 2009.
Present were Council members: Louise P. McMahon, Shailesh Nagarsheth, Michael J.
Calandrino, Duane E. Perkins, Fred Visconti, Benjamin Chianese, John J. Esposito, Joe Cavo, Paul
T. Rotello, N. Jane Diggs, Mary Teicholz, Robert F. Arconti, Jack Knapp, Warren M. Levy, Robert
T. Riley, Gregg W. Seabury and Colleen A. Stanley.
Absent: Thomas J. Saadi, Philip D. Curran, Michael J. Halas, and Charles Trombetta.
Mr. Saadi was away on military duty; Mr. Curran, Mr. Trombetta and Mr. Halas had family
business.
PRESENT: 17, ABSENT: 4
Also present were Jean Natale, City Clerk; Robert J. Yamin, Corporation Counsel; Laszlo L. Pinter,
Deputy Corporation Counsel; David St. Hilaire, Director of Finance; Wayne Sheppard, Economic
Development Director; and interested citizens.
PLEDGE OF ALLEGIANCE TO THE FLAG & A PRAYER:
Corporation Counsel Laszlo L. Pinter led everyone in the room in the Pledge of Allegiance.
Councilwoman McMahon led everyone in the room in a prayer.
A motion was made by Councilman Cavo that the Common Council
accept the Return to Call of Service. The motion was then seconded by
Councilman Rotello. Motion passed unanimously.
Mayor Boughton opened up the floor to the public for comment.
PUBLIC PARTICIPATION:
Mayor Boughton called three times for public comment. As no member of the public wished to
speak, public participation was closed at 7:19 p.m.
1. COMMUNICATION — Park Avenue School Roof Replacement:
City Clerk Natale read the letter dated June 8, 2009 from Antonio Iadarola, P.E., Director of Public
Works, to Mayor Mark D. Boughton and Members of the Common Council.
A motion was made by Councilman Cavo that the Common Council
receive the communication and approve the drafting of a Resolution that
will establish a School Building Committee for all school projects;
authorize the preparation of final drawings and specifications for the
proposed project; and, authorize the filing of a grant application. The
motion was then seconded by Councilman Visconti .

Motion passed unanimously.
2. COMMUNICATION — 2009 Neighborhood Assistance Act:
City Clerk Natale read the memorandum dated May 5, 2009 from David St. Hilaire, Director of
Finance, to Mayor Mark D. Boughton and Members of the Common Council.
A motion was made by Councilman Cavo that the Common Council
receive the communication and adopt the Resolution authorizing the
Connecticut Neighborhood Assistance Act Program. The motion was then
seconded by Councilman Chianese.
Councilman Perkins asked for additional information concerning the tax credits for businesses.
Mayor Boughton explained that the businesses would receive a tax credit for donating to
community programs. Councilwoman Diggs asked how the agencies on the document provided to
the Council had been selected. Mayor Boughton explained that the program is driven by the non-
profits during the winter. Various agencies are notified that the program is available and submit
their requests for funding. Councilman Levy asked if a City of Danbury department is allowed to
solicit. Attorney Pinter explained that the Statute provides for the kinds of organizations and the
work they do. It does not seem to restrict it to specific types of entities. Municipal corporations are
not excluded so long as there is no profit motivation. Mr. St. Hilaire pointed out that there is a cap
on what the State allocates to the program by way of tax credits. Given the present state of the
economy, certain applications might have been discouraged.
Motion passed unanimously.
Mayor Boughton extended all committees.
A motion was made by Councilman Cavo that the Special Common
Council Meeting be adjourned. The motion was seconded by Councilman
Rotello and was carried unanimously at 7:34 p.m.
