SPECIAL CITY COUNCIL MEETING -7:00 P.M. JULY 24, 2014 PLEDGE OF ALLEGIANCE & PRAYER ROLL CALL Present Council Members: Curran, Knapp, Levy, Seabury, Stanley, Wetmore, Priola, DiGilio, Cavo, Visconti, Arconti, Chianese, Rotello, and Scozzafava. Absent: Haddad, Fox, Saadi, Nero, Perkins, Palma, and Loyola. NOTICE OF THE SPECIAL MEETING - There will be a Special Meeting of the City Council on Thursday, July 24, 2014 at 7:00 P.M. in the Council Chambers in City Hall to act on the items below. PUBLIC SPEAKING Charlie Setaro, property owner on Deer Hill Ave, expressed his concern that while the special meeting was indicated on the City of Danbury website, he did not believe that the subject matter of the meeting was posted, which would be in violation of Connecticut Open Meetings Law. The Mayor called on Attorney Pinter to respond to Mr. Setaro's comment and he stated that he was not aware of any meeting notification misconduct. AGENDA 1. COMMUNICATION - COPIER LEASE - DANBURY PUBLIC SCHOOLS Councilman Cavo read the communication into the record. A motion was made by Councilman Cavo and seconded by Councilman Scozzafava to adopt the Resolution authorizing the Superintendent of Schools, or his designee to execute the proposed contract as approved by the Board of Education. Councilman Wetmore interviewed Mr. Martino regarding many technical matters, including the need and timeliness of the equipment upgrades, the chosen operating system, compatibility of new hardware with existing equipment and whether there will be adequate back-up measures in case of a network failure. The motion carried unanimously. 2. COMMUNICATION - TRANSFER OF FUNDS - POLICE DEPARTMENT Councilman Cavo read the communication into the record. A motion was made by Councilman DiGilio and seconded by Councilman Wetmore authorizing the transfer of $775,000 from the Ambulance Fund to the Police Budget to fund the transition through receiving and approving the general certification of funds earmarked for this project by the Director of Finance.. Mayor Boughton provided a description of the proposed staffing changes, and introduced the representatives from the IXP Corporation. The IXP Corporation representatives gave a presentation to inform the Council of their experience in the hiring and training of civilians to dispatch emergency services. Council members asked for reassurance that the IXP Corporation would be hiring local employees, and for information on how IXP employees would be caught up on the idiosyncrasies of the City of Danbury. Councilman Visconti asked if the $775,000 will be replaced in the Ambulance Fund. Councilman Curran questioned IPX about their rate of renewal with current and past clients. Councilwoman Stanley asked if there would be any unionization of IPX employees. The motion carried unanimously. Mayor Boughton extended all committees and entertained a motion to adjourn at approximately 7:50 P.M. A motion was made by Councilman Cavo and seconded by Councilman Rotello to Adjourn.
