CITY COUNCIL MEETING July 6, 2017 Honorable Mayor, Mark D. Boughton, called the meeting to order at 7:36 p.m. in the Council Chambers. PLEDGE OF ALLEGIANCE & PRAYER The Pledge of Allegiance was led by Detective Captain Mitchell Weston. Vinny DiGilio led all in prayer. ROLL CALL: COUNCIL MEMBERS PRESENT: Philip Curran, Christina Chieffalo, Mike Esposito, Warren Levy, Colleen Stanley, Gregg Seabury, Andrew Wetmore, Irving Fox, Vinny DiGilio, Joseph Cavo, Thomas Saadi, Fred Visconti, Christopher Arconti, John Esposito, Duane Perkins, Ben Chianese, Paul Rotello, Nancy Cammisa, and Joseph Scozzafava. COUNCIL MEMBERS ABSENT: John Priola is out on business. Elmer Palma is attending a family function. PRESENT: 19, ABSENT: 2 ALSO PRESENT: Robert J. Yamin, Corporation Counsel; Les Pinter, Deputy Corporation Counsel; and David St. Hilaire, Director of Finance. PUBLIC SPEAKING: None ANNOUNCEMENTS Mayor Boughton made the announcements for the month of July. MINUTES- Minutes of the Council Meeting held June 6, 2017 A motion was made by Councilman Cavo, seconded by Councilman Perkins, to waive the reading and accept the minutes, as all members have copies and copies are on file in the Legislative Assistant's office for review. The motion carried unanimously. CONSENT CALENDAR: None 1. COMMUNICATION - Application for Deferral of Assessment Increases-BRT A motion was made by Councilman Arconti to receive the communication and refer to an Ad Hoc consisting of Corporation Counsel, the Director of Planning, a representative of the Mayor's Office, and a representative of the Tax Assessor's Office. Hearing no objections, Mayor Boughton ordered the Ad Hoc Committee, with the addition of Small Business Development Representative Palanzo, and with the following Councilmembers - Cavo as Chair, Curran, and Chianese. 2. COMMUNICATION - Donation to Park and Recreation-Sail Shade Patio A motion was made by Councilman Mike Esposito, seconded by Councilman Fox, to receive the letter and receive the generous donation of $4,500 from Eagle Scout Candidates Jack Lyall and Reed Lyall to the Parks and Recreation Department followed by a letter of thank you. The motion carried unanimously. 3. COMMUNICATION - Library Cafe-License Agreement A motion was made by Councilman Curran to receive the communication and refer to an Ad Hoc consisting of Corporation Counsel, the Director of the Library, and the Director of Business Advocacy. Hearing no objections, Mayor Boughton ordered the Ad Hoc Committee with the following Councilmembers - DiGilio as Chair, Levy, and John Esposito. 4. COMMUNICATION - Reallocation of Funds from SAVE Program A motion was made by Councilman Cavo, seconded by Councilman Saadi, to approve the request for the reallocation of $7,500 from the FY 16/17 and $7,500 from the FY 17/18 SAVE program and reallocate those funds to the United Way's Promise for Children Partnership program directed by the United Way. The motion carried unanimously. 5. COMMUNICATION - Land Trust of Danbury-Open Space Parcel-Oil Mill Rd. A motion was made by Councilman Digilio to receive the communication and refer to an Ad Hoc consisting of Corporation Counsel, the Director of Planning, the Director of Public Works, and a representative from the Land Trust. Hearing no objections, Mayor Boughton ordered the Ad Hoc Committee with the following Councilmembers - Priola as Chair, Mike Esposito, and Rotello. 6. RESOLUTION - Refunding of General Obligation Bonds A motion was made by Councilwoman Stanley, seconded by Councilman Seabury, to receive the communication and adopt the Resolution with respect to the authorization, issuance, and sale of not-to- exceed $20 million City of Danbury Connecticut general obligation tax-exempt refunding bonds. The motion carried unanimously. 7. RESOLUTION - Community Development Block Grant Program-Year 43 A motion was made by Councilman Levy, seconded by Councilman Cavo, to authorize Mark D. Boughton, Mayor of the City of Danbury to submit the City's the Annual Action Plan for Program Year 43 and to make the application on behalf of the City of Danbury to the U.S. Department of Housing and Urban Development for the grant funds of the Community Development Block Grant Program Year commencing August 1, 2017 through July 31, 2018 and authorize him to execute all contracts and take all necessary action to effectuate the purpose of this grant application. The motion carried unanimously. 8. RESOLUTION - Authorization to submit Application for Grant-Community Connectivity-Mill Plain & Saw Mill Road to Farrington Park A motion was made by Councilwoman Chieffalo, seconded by Councilman Perkins, to receive the communication and adopt the Resolution of the City's Public Works and Engineering Divisions to proceed with the new Community Connectivity Grant program application, a program that is part of the Let's Go CT! initiative seeking the improvements improving the accommodations for bicyclists and pedestrians. The motion carried unanimously. 9. DEPARTMENT REPORTS – Police, Fire, Health-Housing & Welfare, Public Works, Permit Center, UNIT Elderly Councilman Levy commended the Public Works Director/City Engineer for progress near the High School, but is not impressed with the State's progress on North Street. Mr. Iadarola commented regarding the complex project. A motion was made by Councilman Cavo, seconded by Councilman Perkins, to waive the reading of the Departmental Reports as all members have copies and copies are on file for review in the Legislative Assistant's Office. The motion carried unanimously. ADJOURNMENT Mayor Boughton extended all committees. A motion was made by Councilman John Esposito, seconded by Councilwoman Stanley, to adjourn the City Council Meeting. Motion carried unanimously.
