SPECIAL CITY COUNCIL MEETING August 14, 2019 Honorable Mayor, Mark D. Boughton, called the meeting to order at 7:10 p.m. in the Council Chambers. PLEDGE OF ALLEGIANCE & PRAYER The Pledge of Allegiance was led by Councilman Visconti. Councilman DiGilio led all in prayer. ROLL CALL: COUNCIL MEMBERS PRESENT: Philip Curran, Mike Esposito, Colleen Stanley, Warren Levy, Andrew Wetmore, Irving Fox, John Priola, Vinny DiGilio, Joe Cavo, Fred Visconti, John Esposito, Ben Chianese, Farley Santos, Nancy Cammisa, and Joe Scozzafava. COUNCIL MEMBERS ABSENT: Bruce Bennett and Duane Perkins are on family trips; Robert Taborsak has a family event; Chris Arconti is out of town; Paul Rotello is travelling; and Elmer Palma had a church event. PRESENT: 15, ABSENT: 6 ALSO PRESENT: Robert J. Yamin, Corporation Counsel; Les Pinter, Deputy Corporation Counsel; David St. Hilaire, Director of Finance; and Jean Natale, Legislative Assistant. PUBLIC SPEAKING: None. ANNOUNCEMENTS: None. RETURN TO SERVICE: A motion was made by Councilman Cavo, seconded by Councilman DiGilio, that all Members have been notified about the Special Meeting, and have received the Return To Service as required by City Charter. The motion carried unanimously. 1. COMMUNICATION - HUD-Section 108 - Loan Guarantee Ordinance A motion was made by Councilman DiGilio, seconded by Councilman Visconti, to adopt the Ordinance entitled, Ordinance appropriating $1,800,000 for public infrastructure and improvements and authorizing the execution and delivery of loan agreements with the U.S. Department of Housing and Urban Development, and further authorizing the issuance of $1,800,000 of bonds of the City to meet said appropriation. The motion carried unanimously. Adjournment Mayor Boughton extended all Committees. A motion was made by Councilman Cavo, and was seconded by Councilman John Esposito, to adjourn the City Council Meeting. Motion carried unanimously.
