CITY COUNCIL MEETING October 3, 2019 Honorable Mayor, Mark D. Boughton, called the meeting to order at 7:30 p.m. in the Council Chambers. PLEDGE OF ALLEGIANCE & PRAYER The Pledge of Allegiance was led by Sean Hatch. Councilman Curran led all in prayer. ROLL CALL: COUNCIL MEMBERS PRESENT: Phil Curran, Mike Esposito, Colleen Stanley, Warren Levy, Robert Taborsak, Andrew Wetmore, Irving Fox, John Priola, Vinny DiGilio, Joseph Cavo, Paul Rotello, Fred Visconti, Elmer Palma, Chris Arconti, John Esposito, Duane Perkins, Ben Chianese, Farley Santos, and Nancy Cammisa. COUNCIL MEMBERS ABSENT: Councilman Bennett is out ill, and Councilman Scozzafava has a family member who is ill. PRESENT: 19, ABSENT: 2 ALSO Jean Natale, Legislative Assistant. Les Pinter,Deputy Corporation Counsel ,David St. Hilaire, Director Of Finance PUBLIC SPEAKING: None ANNOUNCEMENTS Mayor Boughton made the announcements for the month of October. Mayor Boughton introduced J.D. and Alex of the Pembroke School who raised money for the victims of the hurricane in the Bahamas. MINUTES - Minutes of the Council Meetings held September 4, 2019 A motion was made by Councilman Cavo, and was seconded by Councilman Perkins, to waive the reading of the Minutes, as all members have copies and copies are on file for review in the office of the Legislative Assistant. The motion carried unanimously. CONSENT CALENDAR 3. COMMUNICATION – Danbury Train Station Lease Proposed Budget Receive the communication and adopt the proposed FY2019/20 Danbury Train Station Lease Budget in the amount of $23,400.00. 6. RESOLUTION – Shelter EFSP Funding – United Way Receive the communication and adopt the Resolution authorizing Mayor Mark D. Boughton, or Lisa Michelle Morrissey, Director of Health, as his designee to apply for and accept funds from the Federal Emergency Management Agency (FEMA) for funding of ’mass shelters’, through the Emergency Food and Shelter Program in an additional amount of $1,146.00, totaling $3,858.00, no city match is required. 7. RESOLUTION – Mass Casualty Trailer – DPH LOG #2020-0081 Receive the communication and adopt the Resolution authorizing Mayor Mark D. Boughton, or T.J. Wiedl, Fire Chief, as his designee, to execute the Memorandum of Agreement (MOA) with the Connecticut Department of Public Health for the housing of a mass casualty trailer through June 30, 2024. 8. REPORT – Acquisition – City Owned Land - Newtown Road by CT DOT (see Item 4) Receive the Planning Commission Report in relation to Item #4 on the October 3, 2019 Agenda. 9. REPORTS – Water Main Extension – 45B Miry Brook Road Receive the Reports and approve the water main extension for 45B Miry Brook Road (Lot No. F19006) subject to the City’s standard eight (8) steps/conditions. A motion was made by Councilman Wetmore, and was seconded by Councilman Perkins, to adopt the Consent Calendar as presented. The motion carried unanimously. 1. COMMUNICATION – Appointment to the Police Department A motion was made by Councilman Arconti, seconded by Councilman Mike Esposito, to receive the communication and confirm the appointment of Officer David Santiago to the position of Police Officer in the Danbury Police Department. The motion carried unanimously. 2. COMMUNICATION – Year End Re-appropriations and Budget Amendments A motion was made by Councilman Levy, seconded by Councilman Cavo, to reappropriate encumbered unspent funds from the 2018/2019 Fiscal Year to the current Fiscal Year in the following amounts: General Fund $219,592.76; Water Fund $118,775.38; and the Sewer Fund $157,248.29. The motion carried unanimously. 3. COMMUNICATION – Danbury Train Station Lease Proposed Budget *CONSENTED - as received. 4. COMMUNICATION – DOT Property Acquisitions-Project File No.034-347-011 Mr. Pinter responded to Councilman Chianese's questions regarding the statute with regard to the settlement.  A motion was made by Councilman DiGilio, seconded by Councilman Taborsak, to receive the communication and adopt the Resolution authorizing Mayor Mark D. Boughton to execute the Department of Transportation Project File No. 034-347-011 Acceptance Agreement and Project Authorization Letter, together with the other related documents attached thereto, on behalf of the City of Danbury and to take such additional action consistent with the terms of the Resolution, including execution of an Administrative Settlement Agreement, if any, and of all corresponding conveyance documents as may be necessary to effectuate the purposes thereof. The motion carried unanimously. 5. COMMUNICATION – Request for Water – 4 Hospital Avenue A motion was made by Councilman Mike Esposito to accept the application for the water main at 4 Hospital Avenue, and give to the City Engineer and Planning Commission for a report at the next meeting. Hearing no objections, Mayor Boughton so ordered. 6. RESOLUTION – Shelter EFSP Funding – United Way *CONSENTED - as received. 7. RESOLUTION – Mass Casualty Trailer – DPH LOG #2020-0081 *CONSENTED - as received. 8. REPORT – Acquisition – City Owned Land - Newtown Road by CT DOT (see Item 4) *CONSENTED - as received. 9. REPORTS – Water Main Extension – 45B Miry Brook Road *CONSENTED - as received. 10. AD HOC REPORT – Proposed Tolls A motion was made by Councilman Rotello, and was seconded by Councilman Cavo, to waive the reading of the report. The motion carried unanimously. Councilman Taborsak commented on the generality of the Resolution and the need for transportation improvements and equitable treatment. Councilman John Esposito expressed support for the Resolution noting tolls have been voted down many times. Councilman Cavo commented on the ambiguity of the issue. A motion was made by Councilman Cavo, seconded by Councilman Rotello, to receive and adopt the report from the Ad Hoc Committee, as well as the Resolution opposing tolls here in the State of Connecticut by this body. The motion carried 18-1, Councilman Taborsak voting no. 11. DEPARTMENT REPORTS – Police, Fire, Health-Housing & Welfare, Public Works, Permit Center, UNIT, Elderly, Library, Dream Homes Councilman John Esposito commented on flickering LED lights on Patriot Avenue. Councilman Perkins commented on the City sponsorship of free flu shots for everyone. Councilman Rotello added that some stores (not the program mentioned by Councilman Perkins) are charging $45 for flu shots if you don't have insurance. Mr. Iadarola reported, in response to Councilman Levy, on paving season. Councilman Taborsak commented on the City Shelter improvements and would like to see utilization reports. Mayor Boughton commented, in response to Councilman Chianese, on plans for crosswalks lights on Main Street in front of the Palace Theater. Councilman Cavo thanked Chief Ridenhour and Deputy Chief McColgan for reduced crime rates. A motion was made by Councilman Cavo, and was seconded by Councilman Perkins, to waive the reading of the Departmental Reports, as all members have copies and copies are available for review in the office of the Legislative Assistant. The motion carried unanimously. ADJOURNMENT Mayor Boughton extended all Committees. A motion was made by Councilman Fox, and was seconded by Councilman Wetmore, to adjourn the City Council Meeting.
