SPECIAL MEETING OF THE CITY COUNCIL
December 1, 2025 - 8 P.M.
Honorable Mayor, Roberto Alves, called the meeting to order at 8:00p.m.
PLEDGE OF ALLEGIANCE & PRAYER
The Pledge of Allegiance was led by Geoff Herald.
Councilman Salvatore led all in prayer.
ROLL CALL
COUNCIL MEMBERS PRESENT:
Hawley, Flanagan, Fay, Gartner, Salvatore, Peter Buzaid, Henry, Coelho, LaPine, Wallace-Smith,
Dennis Perkins, Spain-Reichl, Laughinghouse, Robinson, McAllister, Duane Perkins, Chianese, Rotello,
Giordano, Jabbour
COUNCIL MEMBERS ABSENT: Britton
PRESENT: 20, ABSENT: 1
ALSO PRESENT: Dan Casagrande, Corporation Counsel; Robin Edwards, Deputy Corporation
Counsel; Taylor O’Brien, Chief of Staff to the Mayor; and Elisa Etcheto, Legislative Assistant.
ACCEPTANCE OF CALL TO SERVICE
A motion was made by Council member Salvatore, seconded by Council member Gartner, to
accept the call to service for the special meeting. Motion Carried Unanimously.

AGENDA
1. - Election of City Council President
Mayor Alves opened nominations.
A motion was made by Council member Salvatore, seconded by Council member Duane Perkins, to
nominate Peter Buzaid to be the City Council President for the next two years.
Mayor Alves closed nominations.
A motion was made by Council member Salvatore, seconded by Council member Jabbour, that the
nominations be closed and the Council elect Peter Buzaid for City Council President. Motion Carried
Unanimously.
2. RESOLUTION – City Council Regular Meeting Schedule (2026 – 2027)
A motion was made by Council member Buzaid, seconded by Council member Gartner, to receive the
communication to adopt the resolution. Motion Carried Unanimously.
3. RESOLUTION – Special Meetings of the City Council
A motion was made by Council member Gartner, seconded by Council member LaPine, to receive the
communication and adopt the guidelines for special meetings as set forth in the resolution. Motion
Carried Unanimously.
COMMITTEES
Mayor extended all committees.
ADJOURNMENT
A motion was made by Council member Rotello, and was seconded by Council member Gartner,
to adjourn. Motion Carried Unanimously. The meeting adjourned at 8:08 p.m.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF DANBURY
THAT the regular meetings of the City Council of the City of Danbury for the 2025-2027
term shall be held at 7:00 PM in the City Council Chambers in City Hall. 155 Deer Hill
Avenue, Danbury, Connecticut on the following dates:
January 6, 2026 January 5, 2027
February 3 February 2
March 3 March 2
April 7 April 6
May 5 May 4
June 2 June 2* (Wednesday)
July 7 July 7* (Wednesday)
August 4 August 3
September 1 September 8* (Wednesday)
October 6 October 5

Each such date being the first Tuesday of the month*
*Except for: November 2026 to allow for Election Day and Caucus needs; June 2027 to

RESOLUTION
CITY OF DANBURY, STATE OF CONNECTICUT
2025
RESOLVED BY THE CITY COUNCIL OF THE CITY OF DANBURY
Special Meetings of the City Council of the City of Danbury:
1. WHEN HELD - Special Meetings of the City Council may be held whenever, in the
opinion of the Mayor, or in his absence the Acting Mayor, the interests of the City shall
require, or whenever greater than one-third of the full body of the City Council shall so
require in writing.
2. WARNING - All Special Meetings of the City Council shall be warned by a written or
printed Notice signed by the Mayor or the Acting Mayor left with or at the usual place
of abode or place of business of each member of the City Council to be convened not
less than 24 hours before the hour specified for said meeting. Said Notice shall specify
the time and place the meeting is to be held and shall be directed to any police officer
or constable of the City to serve and return, and allow electronic means to be added as
the special Notice of Special Meetings.*
3. RETURN OF SERVICE OF WARNING - The Return of the Police Officer or
Constable serving Warning of any Special Meeting of the City Council shall be
evidence that such meeting has been warned as stated in such return.
4. ITEMS TO BE CONSIDERED - Only those items of business listed on said Notice
shall be considered, discussed and acted upon.
*For each Special Meeting each member of the City Council may dispense with the
requirement of the warning of a written or printed notice to their respective place of abode
or place of business, by providing a waiver with the City’s Legislative Assistant, at or prior
to such Special Meeting, to allow such notice to be delivered to such member by electronic
means.
