CT Transportation Alternative Program (TAP) Grant (Amendment)
Monday, April 21, 2026
Chair Peter Buzaid called the meeting to order at 6p.m. on Monday, April 21, 2026. Present was
Committee Member Mike Henry; Absent was Committee Member William McAllister. From the City
were Taylor O’Brien, Chief of Staff, Mayor’s Office; Tracy Norris, Assistant Corporation Counsel;
Antonio Iadarola, City Engineer; Veera Karukonda, Traffic Engineer; Dan Garrick, Director of Finance;
Kara Prunty, Assistant Director of Finance (Budgets and Grants). From the public was John Neumuller.
Chair Buzaid provided a summary of the grant and noted the amendment requesting the acceptance of
additional funds in the amount of $2.85 Million.
Chair Buzaid asked Mr. Iadarola if the project has been delayed; Mr. Iadarola spoke to the need to move
forward and that he did notify the state of the delay due to the need for the Council to further review the
request. He confirmed that the project is ready to move forward as soon as the amendment is approved.
Chair Buzaid asked about the safety upgrades that is being done with these funds. Mr. Karukonda
confirmed that the project will significantly improve the safety of the city’s crosswalks and
intersections. Member Henry asked if additional locations were added since the grant was approved in
2019; Mr. Karukonda confirmed that some locations were removed due to increased costs. Mr. Iadarola
spoke to the amount of funds that Mr. Karukonda has obtained for the project, and he identified post
Covid costs as the reason for some increased expenses, which these additional funds will help cover.
Member Henry asked about ADA compliance; Mr. Iadarola confirmed that any enhancements will
follow ADA requirements. Member Henry asked if work at Rogers Park would be included in this
project; Mr. Iadarola explained that it does not. Mr. Karukonda noted that the survey and design work
should be done this year.
A motion was made by Member Henry, and seconded by Chair Buzaid, to recommend that the City
Council approve the acceptance of an additional $2.85M grant from the State of Connecticut, with a
20% match from the City, to complete the Transportation Alternative Program, originally approved for
a lesser amount by the Council on April 2, 2019, as proposed by the communication. Motion Carried
Unanimously.
A motion was made by Member Henry, and seconded by Chair Buzaid, to adjourn. Motion Carried
Unanimously. The meeting adjourned at 6:09p.m.
