CIVIL SERVICE COMMISSION Meeting MINUTES February 17, 2021 10:00 a.m. Via Videoconference Roll Call: The meeting was called to order by Chairman Shay Nagarsheth and Commissioner Andrew Wetmore. Also present were Shaun McColgan, Deputy Police Chief; Denise Janey, Chief Examiner; Dianne Rosemark, Assistant Corporation Counsel; and Frank Sequenzia, Nelly Espinal, Human Resources Assistant and Virginia Alosco-Werner, Human Resources Director joined the meeting at 10:02 a.m. Minutes: Review and accept previous meeting’s minutes Motion by Commissioner Wetmore, seconded by Chair Nagarsheth, to accept the previous meeting's minutes as written. Motion carried unanimously. Personnel Status: New Hires: Kevin Ford - Interim Fire Chief, Christopher Profeta - MM II - HVAC Pub Buildings Dept, Ana Dos Santos - Senior Field Person Tax Assessor’s Office, Ms. Janey noted news hires as follows: Kevin Ford, Interim Fire Chief; Christopher Profeta, Maintenance Mechanic III - HVAC Pub Buildings Department; and Ana Dos Santos, Senior Field Person in the Tax Assessor's Office. Promotions: None. Retirements: Fire Chief Mark Omasta Ms. Janey stated Fire Chief Mark Omasta retired. New Business: Welcome New Civil Service Commissioner: Andrew Wetmore Chairman Nagarsheth welcomed new Civil Service Commissioner Andrew Wetmore. Request to Remove Firefighter Candidate from Firefighter Eligibility List: (Executive Session available for any candidates who requests it) - Moshe Sameach Mr. Moshe Sameach was not present. Ms. Janey stated the reason for removal is unprofessional behavior. Ms. Rosemark noted an email was sent to Mr. Sameach notifying him of this meeting. Ms. Janey noted no response was received. The  Commissioners acknowledged receipt of a packet from Mr Sameach’s attorney forwarded by Ms. Rosemark. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to not accept the correspondence from Mr. Moshe Sameach's attorney. Motion carried unanimously. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to remove Mr. Moshe Sameach from the Firefighter Candidate Eligibility List. Motion carried unanimously. Request to Remove Police Officer Candidate from Police Officer Eligibility List (Executive Session available for any candidates who requests it) - Jenna DiCiacco Ms. Jenna DiCiacco was not present. Ms. Janey stated the reason for removal is failure to successfully complete the hiring process. Ms. Janey noted an invitation to this meeting was sent via Policeapp.com and no response was received. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to remove Ms. Jenna DiCiacco from the Police Officer Candidate Eligibility List. Motion carried unanimously. Qualification of Applications: - Assistant Town Clerk The candidates were discussed as follows: Accepted: 692, and 524 Motion by Commissioner Wetmore, seconded by Chaimanr Nagarsheth, to accept Candidates 692 and 524 for the Assistant Town Clerk position. Motion carried unanimously. - Electrical Inspector The candidate was discussed as follows: Accepted: 902, 275, and 072 Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to accept Candidates 902, 275, and 072 for the Electrical Inspector list. Motion carried unanimously. - Foreman II The candidates were discussed as follows: Accepted: 488  Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to accept Candidate 488 for the position of Foreman II. Motion carried unanimously. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, since there is only one eligible candidate for Foreman II, to bypass the testing process and only conduct an interview. Motion carried unanimously. - Traffic Engineer The candidates were discussed as follows: Accepted: 395, 053, and 466 Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to accept Candidates 395, 053, and 466 for the position of Traffic Engineer. Motion carried unanimously. - Water Treatment Plant Operator The candidates were discussed as follows: Accepted: 065, 277, 643, 137, 161, 953, 556, and 327 Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to accept Candidates 065, 277, 643, 137, 161, 953, 556, and 327 for the position of Water Treatment Plant Operator. Motion carried unanimously. Certification of Eligibility List (s) - Sanitarian Ms. Janey noted that there were 2 candidates who were qualified out of oral exam test results. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to certify the Sanitarian Eligibility List as presented. Motion carried unanimously. Request to Extend Eligibility List (s) - Entry Level Police Officer - 6 months Ms. Janey requested the Entry Level Police Officer Eligibility List be extended for at least six months. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to allow an extension for the Police Officer Eligibility List for a minimum of six months starting as of February 19, 2020. Motion carried unanimously. - Equipment Mechanic - PU Ms. Janey requested the Equipment Mechanic - PU be extended for one year.  Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to extend the Eligibility List for Equipment Mechanic in Public Utilities for one year. Motion carried unanimously. Adjourn Ms. Janey noted the next meeting is scheduled for March 17, 2021. Motion by Commissioner Wetmore, seconded by Chairman Nagarsheth, to adjourn.
