CIVIL SERVICE COMMISSION MEETING MINUTES November 30, 2023 10:00 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Rick Rogers, Chief Examiner Nelly Espinal, Assistant Corporation Counsel Dianne Rosemark, Deputy Police Chief Michael Sturdevant, HR Assistant Aleyda Martinez, and member of the Public Robert Spatafor. Minutes: Meeting November 15th, 2023. Motion made by Commissioner Rogers, seconded by Chair Ward to accept the meeting minutes dated November 15th, 2023. Motion carried unanimously. Personnel Status: New Hires: Reynaldo Pena – Certified Police Officer Promotions: Andrew Whitlock- Police Sergeant Colin Marino- Police Detective New Business: Candidate Removal- Certified Police Officer Eligibility List Chair Susan Ward offered the candidate being considered for removal from the Certified Police Officer Eligibility list, the opportunity to enter into executive session, should he wish to; candidate declined to go into executive session. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #624367 Robert Spatafore from the Certified Police Officer Eligibility list as the candidate was considered unsuccessful. Motion carried unanimously. Candidate Request Removal- Certified Police Officer Eligibility List Motion made by Commissioner Rogers, seconded by Chair Ward to approve the request to remove the following candidates as they have requested to withdraw from the hiring process; 610745 Pierre Charles, 641465, Sky Michaels, 622798 Kamil Suchcicki, and 591237 Kieran Waters. Applicant 588161 Richard Duffy is being removed for lack of response to interview. Motion carried unanimously. Truck Driver Appeal Motion made by Commissioner Rogers, seconded by Chair Ward to accept the appeal for truck driver applicant 52160107- Abelardo Moreira-Filho, and allow him to continue in the process. Motion carried unanimously. Qualification of Applications: Tree Worker/Bucket Operator Motion made by Commissioner Rogers, seconded by Chair Ward to reject all applicants, as they do not meet the requirements of the position. Motion carried unanimously. Qualification of Applications: Water Treatment Plant Operator Motion made by Commissioner Rogers, seconded by Chair Ward to accept the following applicants: 4777924, 54935473, 55392577, 55612985, 55777702, 55810422, 55811929, 55819782 and 55822953, and to reject all other applicants for lack of requirements. Motion carried unanimously. Qualification of Applications: Utility Mechanic Motion made by Commissioner Rogers, seconded by Chair Ward to accept the following applicants: 7981767, 14398962, 55605471 and 55819782; application 27007359 was rejected for lack of requirements. Motion carried unanimously. Motion made by Commissioner Rogers and seconded by Chair Ward to add an item to the agenda. Motion carried unanimously. Certification of Truck Driver Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Truck Driver eligibility list with an expiration date of November 30th, 2024.
