CIVIL SERVICE COMMISSION MEETING MINUTES February 21, 2024 1:00 P.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Rick Rogers, Chief Examiner Nelly Espinal, Deputy Police Chief Mike Sturdevant, HR Generalist Christina Norman, Human Resources Director Ginny Werner, HR Assistant Aleyda Martinez, Deputy Corp Counsel Dianne Rosemark, Tax Assessor Donna Murphy, and members from the public Christopher Martz and Paige McKiernan. Minutes: Meeting January 31st, 2024. Motion made by Commissioner Rogers, seconded by Chair Ward to accept the meeting minutes dated January 31st, 2024. Motion carried unanimously. Personnel Status: New Hires Victoria J. Eanniello – Grant Compliance Coordinator Joan Mendez and Natalie Ronquillo- Certified Police Officers Joanne Sterk- Assistant Finance Director/Operations Harrison Ward Fontaine, Kevin R. McCarthy, Robert O. Hancock, Ryan C. Moore, Brendan P. Letson, Stephen J. Ornstein, Morgan P. Marzella, Benjamin J. Troup - Firefighters Candidate Request Removal- Entry Police Officer Eligibility List Chair Ward offered the candidates the option to go into executive session should the candidates not want the discussion regarding the status of their application to be discussed in an open session and on the record. The applicant elected to go into executive session. Motion made by Commission Rogers, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #700050 Paige McKiernan from the Entry Level Police Officer eligibility list, as she was deemed unsuccessful. Motion carried unanimously. Motion made by Commission Rogers, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate # 702103 Christopher Martz from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate # 704880 James Sarver from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers and seconded by Chair Ward to remove the following candidate # 699794 Cade Rogers from the Entry Level Police Officer eligibility list as the applicant elected not to continue in hiring process. Motion carried unanimously. Candidate Removal- Certified Police Officer Eligibility List Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #621787 Praveen Davis from the Certified Police Officer Eligibility list as the candidate was deemed unsuccessful. Motion carried unanimously. Qualification of Applications: Senior Field Person Motion made by Commissioner Rogers, seconded by Chair Ward to reject the following applicants, as they do not meet the requirements of the position; 41750142, 44504792, 53745484, 56383333, 56670757, and 58846755 and to accept all the other applicants as they meet the requirements of the position. Motion carried unanimously. Qualification of Applications: Plumbing HVAC Inspector Motion made by Commissioner Rogers, seconded by Chair Ward to reject all applicants for lack of requirements; applicants 44504792, 45925610, 55263433, and 56610909. Motion carried unanimously. Certification of Water Treatment Plant Operator Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Water Treatment Plant Operator eligibility list with an expiration date of February 21, 2025.
