CIVIL SERVICE COMMISSION MEETING MINUTES May 8, 2024 10:00 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Rick Rogers, Chief Examiner Nelly Espinal, Human Resources Director Ginny Werner, HR Generalist Christina Norman, HR Assistant Aleyda Martinez, and member of the public Kerry McGuire. Minutes: Meeting April 23, 2024. Motion made by Commissioner Rogers, seconded by Chair Ward to accept the meeting minutes dated April 23rd, 2024. Motion carried unanimously. Personnel Status: None New Business: Qualifications of Applications: Assistant Superintendent of Public Utilities Motion made by Commissioner Rogers, seconded by Chair Ward to reject all the applicants, as they do not meet the requirements of the position; 55513917, 57711481 57803628 and 57906330. Motion carried unanimously. Certification of Account Clerk II – Payroll Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Account Clerk II – Payroll eligibility list with an expiration date of May 8, 2025. Motion carried unanimously. Removal of Candidate from Eligibility List- Clerk Typist II Motion made by Commissioner Rogers, seconded by Chair Ward to approve the request to remove candidates #50072742 Jennifer Roche and #46238052 Melissa Llera, as they have requested to be removed from the eligibility list. Motion carried unanimously. Removal of Candidate from Eligibility List- Senior Field Person Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #52701523 Sidney Almeida from the Senior Field Person Eligibility list promulgated March 13th, 2024 as the applicant failed the interview. Motion carried unanimously. Removal of Candidate from Eligibility List- Water Treatment Plant Operator Chair Ward offered the candidate the option to go into executive session should the applicant not want the discussion regarding the status of his application to be discussed in an open session and on the record. The applicant elected NOT to go into executive session. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #55822953 Kerry McGuire Removal due to discrepancies and/or omissions in employment and background application. 52701523 Sidney Almeida from the Senior Field Person Eligibility list promulgated March 13th, 2024 as the applicant failed the interview. Motion carried unanimously. Extension of Public Health Inspector Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to extend for an additional year, the eligibility list for Public Health Inspector. The list was promulgated May 11th, 2023 and due to expire May 11th, 2024. The new expiration date would be May 11th, 2025. Motion carried unanimously. Extension of Entry Level Firefighter Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to extend for an additional year, the eligibility list for Entry Level Firefighter. The list was promulgated June 14th, 2023 and due to expire June 14th, 2024. The new expiration date would be June 14th, 2025. Motion carried unanimously. Acknowledgement of IT Infrastructure Architect Position Motion made by Commissioner Rogers, seconded by Chair Ward to acknowledge and add to the classified service the job description for the position of IT Infrastructure Architect. Motion carried unanimously. Acknowledgement of IT Infrastructure Engineer Position Motion made by Commissioner Rogers, seconded by Chair Ward to acknowledge and add to the classified service the job description for the position of IT Infrastructure Engineer. Motion carried unanimously. Acknowledgement of Assistant Superintendent of Public Utilities Position Motion made by Commissioner Rogers, seconded by Chair Ward to acknowledge and add to the classified service the job description for the position of Assistant Superintendent of Public Utilities.
