CIVIL SERVICE COMMISSION MEETING MINUTES September 12, 2024 11:00 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Rick Rogers, Chief Examiner Nelly Espinal, HR Generalist Christina Norman, HR Assistant Aleyda Martinez, Police Chief Patrick Ridenhour, Library Clerk Typist Stephen Garcia, Library Director Katie Pearson, Superintendent of Public Utilities David Day, Entry Level Police applicant Michael Lima, and applicant Yazin Shilleh. Minutes: Meeting August 28th, 2024 Motion made by Commissioner Rogers, seconded by Chair Ward to accept the meeting minutes dated August 28th, 2024. Motion carried unanimously. Personnel Status: New Hires: IT Support Specialist I – Sedney Van Bin Certified Police Officer – Daniel Fortunato Senior Filed Person – Christina Warner New Business: Candidate Request Removal- Entry Police Officer Eligibility List Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application to be discussed in an open session and on the record. The applicant elected to go into executive session. Motion made by Commission Rogers, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #756210 Michael Lima from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #755085 Katherina Sovero from the Entry Level Police Officer eligibility list, as she was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove candidate #759652 Matthew Planinshek from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to remove applicant #756242 Justin Lyons as he has requested to be removed from the Entry Level Police Officer eligibility list. Motion carried unanimously. Appeal- Senior Computer Technician Applicant Chair Ward offered the applicant the option to go into executive session should the applicant not want the discussion regarding the status of his application to be discussed in an open session and on the record. The applicant elected to go into executive session. Motion made by Commission Rogers, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Rogers, seconded by Chair Ward to accept the appeal of applicant #52557449 Stephen Garcia and to be considered in the oral exam process for the position of Senior Computer Technician. Motion carried unanimously. Qualifications of Applications: Assistant Superintendent of Public Utilities Motion made by Commissioner Rogers, seconded by Chair Ward to reject the following applicant; #41209995 as the applicant didn’t meet the minimum requirements of the position and accept applicant #59347701 as this applicant meets the requirements of the position and that the Department Head interview be in lieu of the oral exam. Motion carried unanimously. Qualifications of Applications: Librarian I English Language Learning Motion made by Commissioner Rogers, seconded by Chair Ward to reject applicants 3177975, 31095124, 56220227, and 59333640 as the applicants didn’t meet the minimum requirements of the position and to accept applicant, 42058692 as this applicant meets the requirements of the position and that the Department Head interview be in lieu of the oral exam. Motion carried unanimously. Qualifications of Applications: Truck Driver Motion made by Commissioner Rogers, seconded by Chair Ward to accept the following applications; 24331665, 43065155, 43440362, 48754107, 49866975, 55272555, 56388867, 59231722, 59252511, 59308611 and 59360276; and reject all others as they didn’t meet the minimum requirements of the position. Motion carried unanimously. Motion made by Commissioner Rogers and seconded by Chair Ward to add an item to the agenda; the Certification of the Foreman-Public Buildings eligibility list and remove the certification of the Assistant Building Inspector/Plan Reviewer eligibility list. Motion carried unanimously. Certification of Accountant Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Accountant eligibility list with an expiration date of September 12th, 2025. Motion carried unanimously. Certification of Legal Secretary Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Legal Secretary eligibility list with an expiration date of September 12th, 2025. Motion carried unanimously. Certification of Senior Computer Technician Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Senior Computer Technician eligibility list with an expiration date of September 12th, 2025. Motion carried unanimously. Certification of Foreman-Public Buildings Eligibility List Motion made by Commissioner Rogers and seconded by Chair Ward to certify the Foreman-Public Buildings eligibility list with an expiration date of September 12th, 2025.
