CIVIL SERVICE COMMISSION MEETING MINUTES July 23, 2025 10:00 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, Director of HR Ginny Werner, HR Assistant Aleyda Martinez, Police Chief Patrick Ridenhour, Deputy Police Chief Michael Sturdevant, and Entry Level Police Officer candidates Jackie Rivera, Emmanuel Rijo Pilier, Alex Garcia, and Anthony DeNicolais. Minutes: Meeting Monday June 30th, 2025 Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Monday June 30th, 2025. Motion carried unanimously. Personnel Status: Termination/Resignations: Shawn Amero- Auto Equipment Operator II New Business: Removal- Entry Level Police Officer Candidates from Eligibility List Chair Ward offered the candidates the option to go into executive session should the candidates not want the discussion regarding the status of their application be discussed in an open session and on the record. Candidate #85774 Anthony DeNicolais elected NOT to go into executive session. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #85774 Anthony DeNicolais from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #864939 Damien Roberts from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #861999 Christopher Platt from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion carried unanimously Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates as they have requested to be removed from the Entry Level Police Officer eligibility list: #858617 Kaily Ego, #856959 Clayton Corkins, #856972 Daniel Burke, #857720 Jason Dennison, #865957 Samantha Lassen, and#859299 Rosana Di Maggio Carolinae. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates for lack of response and for missed appointments: #869278 Eldin Cencunjanin and #861544 Ryan Wilson. Motion carried unanimously. Removal- Truck Driver Candidate from Eligibility List Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate Tiago D. Bernardino from the Truck Driver eligibility list promulgated April 16th, 2025 as pursuant to Section VII.E.4. (e) of the Civil Service Rules; on or about March 5, 2019, the City terminated Mr. Bernardino’s employment as a truck driver. Motion carried unanimously. Removal- Personal Property Coordinator Candidate from Eligibility List Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate as the has requested to be removed from the Personal Property Coordinator eligibility list: #62317976 Lauren Fraser. Motion carried unanimously. Certification of Eligibility List: Grant Compliance Coordinator Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Grant Compliance Coordinator eligibility list with an expiration date of July 23, 2026. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to accept the following applicants as they meet the requirements of the position: 28029426, 19567984, 37908003, 63112138, 46096491, 56445292, 58684112, 22986236, 63290844, and 48102645 and to reject all other applicants as the applicants did not meet the minimum requirements of the position. Motion carried unanimously. Qualifications of Applications: Assistant Registrar Vital Statistics Motion made by Commissioner Phelan, seconded by Chair to reject the following applicants as they do not meet the minimum requirements for the position; 36797446, 63115475, 62627168, 53088889, 49444654, 16110740, 62157434, 48668392, and 54211999; and to accept all applicants as they meet the requirements of the position. Motion carried unanimously.
