CIVIL SERVICE COMMISSION MEETING MINUTES August 6, 2025 12:15 P.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, and HR Assistant Aleyda Martinez. We were later joined by applicant Jeffrey Cummings and Police Chief Patrick Ridenhour. Minutes: Meeting Monday July 23rd, 2025__ Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Wednesday July 23rd, 2025. Motion carried unanimously. Personnel Status: Termination/Resignations: O’Neil Denton- IT Infrastructure Engineer New Business: Removal- Entry Level Police Officer Candidates from Eligibility List Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application be discussed in an open session and on the record. Candidate #857387 Jeffrey Cummings elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #857387 Jeffrey Cummings from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates for lack of response: #865997 Carlos Alberto Ortiz III, #862251 Christian Losifides, #867600 Gavin Jones, #865619 Victor Billups-Jackson, and #861336 Randy Mateo. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate as the candidate has requested to be removed from the eligibility list; #857736 Christian Czyzewski. Motion carried unanimously. Removal- IT Infrastructure Engineer Candidate from Eligibility List Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate as he has requested to be removed from the IT Infrastructure Engineer eligibility list: #59906326 Greg Jurman. Motion carried unanimously. Removal- Firefighter Candidate from Eligibility List Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate as he has requested to be removed from the Firefighter eligibility list: #56460223 Ethan Ladka. Motion carried unanimously. Acknowledgement of Re-classified position Motion made by Commissioner Phelan, seconded by Chair Ward to table till the next Civil Service Commission meeting, the acknowledgment of the reclassification of the following positions: Health Program Assistant and Social Services Specialist. Motion carried unanimously. Acknowledgement of position Motion made by Commissioner Phelan, seconded by Chair Ward to table till the next civil service commission meeting, the acknowledgment of the following position: HR Manager.
