CIVIL SERVICE COMMISSION MEETING MINUTES August 21, 2025 9:00 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, HR Director Virginia Werner, Police Chief Patrick Ridenhour and Entry Level Police Officer candidates Michael Matson, Devin Samuelson and James Moffat. We were later joined by Ryan Miguel, Public Safety Technology Manager. Minutes: Meeting Wednesday August 6th, 2025__ Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Wednesday August 6th, 2025. Motion carried unanimously. Personnel Status: New Hires: Stephannie Archer- Clerk Typist II Timothy Carlton and Casey Klanski- Firefighter Termination/Resignations: Pasquale Archiere- Pipe Installer Abdullah Mahmud and Matthew Molenda- Police Officers New Business: Removal- Entry Level Police Officer Candidates from Eligibility List Chair Ward offered the candidates the option to go into executive session should the candidates not want the discussion regarding the status of their application be discussed in an open session and on the record. Candidate #867366 James Moffat elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #867366 James Moffat from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Candidate #866946 Michael Matson elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion carried unanimously. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates: #857299 Isaiah Araujo and #857145 Larry Rodriguez from the Entry Level Police Officer eligibility list, as they were deemed unsuccessful. Motion carried unanimously Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #857035 Matthew Charles for lack of response, from the Entry Level Police Officer eligibility list. Motion carried unanimously. Removal- IT Infrastructure Engineer Candidate from Eligibility List Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate from the IT Infrastructure Engineer eligibility list: #5850668 Benjamin Thomas, for failure to successfully meet the requirements of the position after being interviewed. Motion carried unanimously. Acknowledgement of Re-classified position Motion made by Commissioner Phelan, seconded by Chair Ward to acknowledge the reclassification of the position of Health Program Assistant, grade 4 from Community Relations Clerk grade 3. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to acknowledge the reclassification of the position of Social Services Specialist, grade 8 from Public Health Inspector grade 7(1 position). Motion carried unanimously. Acknowledgement of position Motion made by Commissioner Phelan, seconded by Chair Ward acknowledge the promotion of Christina Norman from HR Generalist to HR Manager. Motion carried unanimously. Qualification of Applications- Public Safety Technology Specialist Motion made by Commissioner Phelan, seconded by Chair Ward to accept the following applicants as they meet the requirements of the position: 63913134, 63766980, 63022925, 62044900, 62009422, 52493848, 44265235, 22986236, and 5727975 and to reject all other applicants as the applicants did not meet the minimum requirements of the position. Motion carried unanimously. Qualification of Applications- Water Treatment Plant Operator Motion made by Commissioner Phelan, seconded by Chair Ward to accept the following applicants as they meet the requirements of the position: 17099628, 22590998, 56251778, 62434588, 62997020, and 63750081 and to reject all other applicants as the applicants did not meet the minimum requirements of the position.
