CIVIL SERVICE COMMISSION MEETING MINUTES September 3, 2025 4:00 P.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, Deputy Police Chief Michael Sturdevant, and Entry Level Police Officer candidate Julian Checco. We were later joined by HR Director Virginia Werner. Minutes: Meeting Wednesday August 21st, 2025__ Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Thursday August 21st, 2025. Motion carried unanimously. Personnel Status: New Hires: Dominic Saverese – Firefighter New Business: Removal- Entry Level Police Officer Candidates from Eligibility List Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application be discussed in an open session and on the record. Candidate #856977 Julian Checco elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #856977 Julian Checco from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #860125 Vincent Visconti from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #865027 Fernando Sabenca for lack of response, from the Entry Level Police Officer eligibility list. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate from the Entry Level Police Officer eligibility list: #868059 Terrance Williams, for failure to successfully meet the requirements of the position due to a recent termination/separation from employment from the City of Danbury Police Department. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates as the candidates have requested to be removed from the Entry Level Police Officer eligibility list; #861772 Sherlock Aristizabal, # 859401 Michael Toppin and #864275 Leonardo Da Silva. Motion carried unanimously. Certification of Eligibility List: Assistant Registrar of Vital Statistics Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Assistant Registrar of Vital Statistics eligibility list with an expiration date of September 3, 2026. Motion carried unanimously. Certification of Eligibility List: Legal Administrative Assistant Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Legal Administrative Assistant eligibility list with an expiration date of September 3, 2026. Motion carried unanimously. Qualification of Applications- Water Treatment Plant Operator Motion made by Commissioner Phelan, seconded by Chair to accept applicant #63789848 as this is the only applicant that meets the requirements of the position and that the Department Head interview be in lieu of the oral exam; and to reject applicant #52662789 as the applicant did not meet the minimum requirements of the position. Motion carried unanimously. Certification of Eligibility List: Water Treatment Plant Operator Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Water Treatment Plant Operator eligibility list with an expiration date of September 3, 2026.
