CIVIL SERVICE COMMISSION MEETING MINUTES October 1, 2025 10:30 A.M. Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, Police Chief Patrick Ridenhour, Director of HR Ginny Werner, HR Manager Christina Norman, HR Assistant Aleyda Martinez, Director of IT Frank Gentile, Entry Level Police Officer candidates Jermain Dobson and Harrison Tagnidoung, and Jay Chapa. Minutes: Meeting Wednesday September 3rd, 2025 Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Wednesday September 3rd, 2025. Motion carried unanimously. Personnel Status: New Hires: Sophia Margaret Cotroneo & Julia Fragomeli – Police Officer Jaquane Jeffrey-Jerome Johnson- Grant Compliance Coordinator Promotions: James Croswell- Fire Lieutenant Michael Carboni- Chief of Water Distribution and Sewer Collection Termination/Resignations: Roy King- Truck Driver New Business: Removal- Entry Level Police Officer Candidates from Eligibility List Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application be discussed in an open session and on the record. Candidate #859256 Jay Chapa elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #859256 Jay Chapa from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application be discussed in an open session and on the record. Candidate #863600 Jermain Dobson elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion carried unanimously. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #865757 Alexis Torres from the Entry Level Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates as the candidates have requested to be removed from the Entry Level Police Officer eligibility list; #859269 Joseph Fortunato, #857212 Christopher Rodrigues, #863467 Nick Rajcula, #868666 Daniel Tropper, and #859899 Christopher Martz. Motion carried unanimously. Qualification of Applications- Certified Police Officer Motion made by Commissioner Phelan, seconded by Chair Ward to accept all 14 applicants as they all meet the requirements of the position. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to add an item to the agenda- the certification of the Certified Police Officer Eligibility List. Motion carried unanimously. Certification of Eligibility List: Certified Police Officer Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Certified Police Officer eligibility list with an expiration date of October 1, 2026. Motion carried unanimously. Qualification of Applications- Senior IT Infrastructure Engineer Motion made by Commissioner Phelan, seconded by Chair Ward to accept the following applicants as they meet the requirements of the position: 45770778, 64333144, 64353562, and 22823274 and to reject all other applicants as the applicants did not meet the minimum requirements of the position.
