CIVIL SERVICE COMMISSION MEETING MINUTES October 16, 2025 1:00 PM Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, Director of HR Ginny Werner, and HR Assistant Aleyda Martinez. Minutes: Meeting Wednesday October 1st, 2025 Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Wednesday October 1st, 2025. Motion carried unanimously. Personnel Status: New Hires: Jessica Galvez – Assistant Registrar Vital Statistics (Town Clerk) Promotions: Kimberly Anderson – Legal Administrative Assistant (Corporation Counsel) Resignations: Abby Lewis – Sanitarian New Business: Removal- Certified Police Officer Candidates from Eligibility List Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #921637 Joshua Zurita from the Certified Police Officer eligibility list, as the candidate is not able to successfully meet the requirements of the position and ineligible for hire. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates #912531 Yomira Castillo and #740717 Ryan Winkler from the Certified Police Officer eligibility list, for failure to successfully meet the requirements of the position- as they are not Certified Police Officers. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidate as the candidate has requested to be removed from the Certified Police Officer eligibility list; #908847 Nicola Monteleone. Motion carried unanimously Certification of Eligibility List: Public Safety Technology Specialist Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Public Safety Technology Specialist eligibility list with an expiration date of October 16, 2026. Motion carried unanimously. Certification of Eligibility List: Senior IT Infrastructure Engineer Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Senior IT Infrastructure Engineer eligibility list with an expiration date of October 16, 2026. Motion carried unanimously. Extension of Eligibility List-Truck Driver Motion made by Commissioner Phelan, seconded by Chair Ward to withdraw this item from the agenda as no action needs to be taken.
