CIVIL SERVICE COMMISSION MEETING MINUTES October 29, 2025 10:00 AM Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, Police Chief of Police Patrick Ridenhour, Certified Police applicant Mauro Ramos and HR Assistant Aleyda Martinez. Minutes: Meeting Wednesday October 16th and Special Meeting October 22nd, 2025 Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Wednesday October 16th, 2025 and from Special Meeting October 22nd, 2025. Motion carried unanimously. Personnel Status: None New Business: Removal- Certified Police Officer Candidates from Eligibility List Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application be discussed in an open session and on the record. Candidate #738784 Mauro Ramos elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #738784 Mauro Ramos from the Certified Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove the following candidates as the candidates have requested to be removed from the Certified Police Officer eligibility list; #917835 Anthony Arvelo and #917842 Brody Mongelli. Motion carried unanimously Qualification of Applications- Pipe Installer I Motion made by Commissioner Phelan, seconded by Chair Ward to accept the following applicants as they meet the requirements of the position: 51482231, 59148652, and 19470925 and to reject all other applicants as the applicants did not meet the minimum requirements of the position. Motion carried unanimously. Adjourn Motion made by Commissioner Phelan, seconded by Chair Ward to adjourn. Motion carried unanimously.
