CIVIL SERVICE COMMISSION MEETING MINUTES November 13, 2025 3:00 PM Via Videoconference (ZOOM) Roll Call: The meeting was called to order by Chair Susan Ward; also present were Commissioner Larry Phelan, Chief Examiner Nelly Espinal, Police Chief Patrick Ridenhour, Health & Human Services Director Fernanda Carvalho, Associate Director of Environmental Health Ryan Boggan and Certified Police applicant Ryan Mero. Minutes: Meeting Thursday November 13th, 2025 Motion made by Commissioner Phelan, seconded by Chair Ward to accept the meeting minutes from Thursday November 13th, 2025. Motion carried unanimously. Personnel Status: New Hires: Benjamin Almonte, Chris Korona, Joseph Montana, Andy Pena, Rahim Sabovic & Kenneth Ynoa – Police Officers Resignations: Christine Furlo- Librarian I, Kyle DeShan- Truck Driver, Dougals Lord- LTA Project Coordinator New Business: Removal- Certified Police Officer Candidate from Eligibility List Chair Ward offered the candidate the option to go into executive session should the candidate not want the discussion regarding the status of his application be discussed in an open session and on the record. Candidate #917862 Ryan Mero elected to go into executive session. Motion made by Commission Phelan, and seconded by Chair Ward to go into executive session. Motion carried unanimously. Motion made by Commissioner Phelan, seconded by Chair Ward to remove candidate #917862 Ryan Mero from the Certified Police Officer eligibility list, as he was deemed unsuccessful. Motion carried unanimously. Qualification of Applications- Environmental Health Specialist Motion made by Commissioner Phelan, seconded by Chair Ward to reject all applicants as none of the applicants met the minimum requirements of the position. Motion carried unanimously. Qualification of Applications- Sanitarian Motion made by Commissioner Phelan, seconded by Chair Ward to accept the following applicants as they meet the requirements of the position: 55843525, 55799601, 4892880, 60117753, 45498926, and 40692661 and to reject all other applicants as the applicants did not meet the minimum requirements of the position. Motion carried unanimously. Qualification of Applications- Auto Equipment Operator III_ Motion made by Commissioner Phelan, seconded by Chair Ward to accept all applicants as they meet the requirements of the position; 57271608, 51238505, 45433594, 57025651, 51271925, and 59089324. Motion carried unanimously. Certification of Eligibility List: Pipe Installer I_ Motion made by Commissioner Phelan and seconded by Chair Ward to certify the Pipe Installer I eligibility list with an expiration date of November 13, 2026.
