CITY OF DANBURY 155 DEER HILL AVENUE DANBURY, CONNECTICUT 06810 ENVIRONMENTAL IMPACT COMMISSION (203) 797-4525 www.danbury-ct.gov (203) 797-4586 (FAX) ENVIRONMENTAL IMPACT COMMISSION MINUTES CITY HALL – 155 DEER HILL AVENUE City Council Chambers Wednesday, July 27, 2022 7:00 p.m. ROLL CALL: Chairman Bernard Gallo called the meeting to order at 7:08 p.m. Present were: Mary Cronin, Tom Giegler, Mark Massoud, and Alternate Elizabeth Falk. Mr. Gallo seated Ms. Falk as a voting member this evening. Staff present were Public Health Inspector Abby Lewis and Secretary Mary Larkin. Absent were Geoff Herald, Matt Rose, and Alex Wolk. PLEDGE OF ALLEGIANCE: he Pledge of Allegiance as led by Tom Giegler. ACCEPTANCE OF MINUTES: Minutes of July 13, 2022 Motion to accept the Minutes of July 13, 2022 was made by Mary Cronin; seconded by Tom Giegler. All in favor with Ayes from Mary Cronin, Tom Giegler, Mark Massoud, Elizabeth Falk, and Bernard Gallo. The next regular meeting is scheduled for August 10, 2022. NEW BUSINESS: OLD BUSINESS: #1172 53 Newtown Road, City of Danbury Water Pollution Control Plant, (L12014), IG-80 Zone, improvements to the Water Pollution Control Plant Note: Audio for the Commissioners was compromised. Will Edgerton, Project Engineer with Wright-Pierce, Middletown, CT, addressed the proposed, new activities at the treatment plant--namely, Project A, which consists of sludge drying beds and draining swale and Project B, which is the replacement of a box culvert on the south side of the treatment campus. EIC MINUTES – July 27, 2022 Page 2 The box culvert will be replaced with a plunge pool sized for the 100-year storm. Mr. Edgerton said that remnants of Hurrican Ida created the necessity to replace the box culvert. He believes the City is using some FEMA funding for this project, and easements from property owners are being obtained. Motion to table until the next regular meeting on August 10, 2022 was made by Mark Massoud; seconded by Mary Cronin. All in favor with Ayes from Mary Cronin, Tom Giegler, Mark Massoud, Elizabeth Falk, and Bernard Gallo. PUBLIC HEARINGS: None APPLICATION FOR ADMINISTRATIVE APPROVAL: #1173 255 Great Plain Road, Robert Arconti, (J03134), RA-40 Zone, to construct single- family dwelling. Robert Arconti, prospective purchaser, explained to the Commissioners that in 2006 the current property owners obtained an approval from EIC for property known as 174 Stadley Rough Road. Mr. Arconti is looking to purchase the adjacent lot at 255 Great Plain Road, which was included in the original approval for the corner lot. The permit expired in 2011. Mr. Arconti said the present owner inherited the property and was not aware the permit expired, so he is applying for approval with the same plans and will adhere to the originia plans and conditions. Abby Lewis, Public Health Inspector, said she reviewed the plan, and there is a sediment and erosion control plan. Mark Massoud asked if here there has been any interior change in the site. Mr. Arconti said it does not appear to be changed in any way. Motion for a summary ruling with six conditions of approval was made by Mary Cronin; seconded by Mark Massoud. All in favor with Ayes from Mary Cronin, Tom Giegler, Mark Massoud, Elizabeth Falk, and Bernard Gallo. ADMINISTRATIVE STAFF ACTIONS: None VIOLATIONS: 21A Virginia Avenue, Danbury, CT Motion to table until the next regular meeting on August 10, 2022 was made by Mark Massoud; seconded by Mary Cronin. All in favor with Ayes from Mary Cronin, Tom Giegler, Mark Massoud, Elizabeth Falk, and Bernard Gallo.
