ROLL CALL:
Chairman Matthew Rose called the meeting to order at 7:02 p.m. Present by roll call: Cristina
Britton, Geoff Herald, John Schwartz, and Elizabeth Falk. Staff present was Melissa Llera,
Secretary, and Ryan Boggan, Acting Director of Health.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Elizabeth Falk.
ACCEPTANCE OF MINUTES: August 27, 2025
Motion to accept the minutes of August 27, 2025 as presented was made by Elizabeth Falk
seconded by John Schwartz. No remarks. All in favor with Ayes of those eligible to vote: Cristina
Britton, Elizabeth Falk, John Schwartz, and Matthew Rose. Geoff Herald did not vote as he was not
present at the August 27, 2025 meeting.
Next regular meeting is scheduled for September 24, 2025.
NEW BUSINESS:
#1253 20A E. Starrs Plain Road, Machado, Francisco, Michael J. Mazzucco, Agent;
(H25043), RA-80 Zone, Construction of single-family dwelling, along with septic, well, and other
associated components
Michael Mazzucco was present to represent the application for Francisco and Alicia
Machado. The lot is currently vacant. They are proposing a single family home. There are no
wetlands on the property, but there is a wetland resource across the street. He identified the wetlands
through topography and aerial mapping. There will be a driveway on the left side. The house does
have a large footprint to allow for most of the living space to be on one floor, along with an elevator,
to accommodate mobility issues for one of the occupants. The house will be served by septic and
well. There is a large stormwater management system including cultecs, a large sediment trap, and

system for the lower patio and footing drains. There is also a culvert that crosses the road that the
surveyor noted was clogged, so they will be having that cleaned out.
Mr. Herald asked if the culvert was a structure such as a catch basin or just a pipe. Mr.
Mazzucco states it is approximately a 15” pipe. Mr. Herald asks if the age and material of the pipe is
known. Mr. Mazzucco is unsure, but will try to be more information. It is the City of Danbury’s
pipe, so he will contact them if any areas require more attention beyond sediment removal.
Mr. Boggan notes the septic design is for a seven-bedroom home. Mr. Mazzuco said that is
correct, and this was partly done to accommodate a future full-time live-in aide for the home’s
occupant. Mr. Boggan asked if it will be setup as a single-family or have an in-law area. Mr.
Mazzucco said it will be utilized as a single-family; no apartment type area will be present.
Motion to table No. 1253, 20A E. Starrs Plain Road, until the next regularly scheduled
meeting was made by John Schwartz; seconded by Geoff Herald. All in favor with Ayes: Cristina
Britton, Geoff Herald, John Schwartz, Elizabeth Falk, and Matthew Rose.
OLD BUSINESS:
#1251 7A Brighton St, Katz, Jeffrey, Ralph Gallagher Jr., Agent; (I06077), RA-20 Zone,
Construction of single-family dwelling, driveway, well and septic system
Chairman Rose informed that Commission that the applicant requested the matter be tabled.
Motion to table No. 1251, 7A Brighton Street, until the next regularly scheduled meeting was
made by Geoff Herald; seconded by Elizabeth Falk. All in favor with Ayes: Cristina Britton, Geoff
Herald, John Schwartz, Elizabeth Falk, and Matthew Rose.
#1252 4-6 Bear Mountain Road, Siguencia, Agustin; (G04075), RA-20 Zone, Construction of
single-family dwelling and associated components
Chairman Rose informed that Commission that the applicant requested the matter be tabled.
Motion to table No. 1252, 4-6 Bear Mountain Road, until the next regularly scheduled
meeting was made by John Schwartz; seconded by Elizabeth Falk. All in favor with Ayes: Cristina
Britton, Geoff Herald, John Schwartz, Elizabeth Falk, and Matthew Rose.
#1245 15 Great Pasture Road, Eppoliti Industrial Realty, Inc., Sullivan, Steven P.E., Agent;
(L16005), IL-40 Zone, Construction of four industrial buildings with associated parking and loading
Chairman Rose informed that Commission that the applicant requested the matter be tabled.
Motion to table No. 1245, 15 Great Pasture Road, per the applicant’s request was made by
Elizabeth Falk; seconded by Geoff Herald. All in favor with Ayes: Cristina Britton, Geoff Herald,
John Schwartz, Elizabeth Falk, and Matthew Rose.
#1246 Lot 1- Bayberry Lane, Artel Engineering Group, LLC; (F14002), RA-40 Zone,
Construction of single-family dwelling, garage, driveway, septic system, well, utilities, and lawn area
Chairman Rose informed that Commission that the applicant requested the matter be tabled.
In addition, a 65-day extension has been granted on the application.
Motion to table No. 1246, Lot 1-Bayberry Lane, until the next regularly scheduled meeting
was made by Geoff Herald; seconded by Elizabeth Falk. All in favor with Ayes: Cristina Britton,
Geoff Herald, John Schwartz, Elizabeth Falk, and Matthew Rose.

was made by Geoff Herald; seconded by Elizabeth Falk. All in favor with Ayes: Cristina Britton,
Geoff Herald, John Schwartz, Elizabeth Falk, and Matthew Rose.

Chairman Rose said there are no new updates on any of the below violations.

Ms. Falk said their next meeting is Wednesday, September 17th at 4 p.m. in the Planning
Conference Room at City Hall.
