Present were Robert Chiocchio, Helen Hoffstaetter, Perry Salvagne, Joel Urice and Chairman Arnold Finaldi Jr. Also present was Planning Director Sharon Calitro. Absent were Alternates Kevin Haas and Gary Renz. Mrs. Hoffstaetter made a motion to accept the January 20, 2021 minutes. Mr. Salvagne seconded the motion and it was passed unanimously by roll call vote with ayes from Mr. Chiocchio, Mrs. Hoffstaetter, Mr. Salvagne, Mr. Urice and Chairman Finaldi. Mr. Urice said that he had watched the video of the January 20, 2021 meeting so he is eligible to participate on all of the applications. CONTINUATION OF PUBLIC HEARINGS: Chairman Finaldi announced that both of the public hearing continuations have been continued until the February 17, 2021 meeting and there would be no testimony or discussion on either of these matters. JAR Associates LLC/D & B Wellness LLC – Application for Special Exception/Revised Site Plan Approval for a Medical Marijuana Dispensing Facility in the CA-80 Zone – 105 Mill Plain Road (C14063) – SE #779. HEARING CONTINUED UNTIL 2/17/21 MEETING. Mr. Urice made a motion to continue the public hearing until the February 17, 2021 meeting. Mr. Chiocchio seconded the motion and it was passed unanimously by roll call vote with ayes from Mr. Chiocchio, Mrs. Hoffstaetter, Mr. Salvagne, Mr. Urice and Chairman Finaldi. HEARING CONTINUED UNTIL 2/17/21 MEETING. Mr. Urice made a motion to continue the public hearing until the February 17, 2021 meeting. Mr. Chiocchio seconded the motion and it was passed unanimously by roll call vote with ayes from Mr. Chiocchio, Mrs. Hoffstaetter, Mr. Salvagne, Mr. Urice and Chairman Finaldi. OTHER MATTERS: Discussion & Possible Action on the proposed Capital Improvement Plan FY 21/22 – FY 26/27. Planning Director Sharon Calitro said that she had sent PDF’s of the Six Year Program, the Capital Budget for FY 21/22, and a list of Unfunded Projects by email to each of the Commission members. She then reviewed the items listed on the six year plan and discussed where the money comes from for ongoing projects. She then spoke about the individual requests included in the one year program, the SNAPP bond from last year, and how some of the funding sources have changed since last year. She said many building maintenance items such as roofs and HVAC are now funded by replacement programs that get money each year which is applied where it is needed. She explained the various funding sources and said there is no increase in the General Fund capital amount; it is the same dollar amount as last year. Chairman Finaldi said there is a lot of hard work here and all of it was done by Mrs. Calitro. He asked if there were any questions from the Commission members. Mr. Urice asked about past practice of using twenty year bonds to buy automobiles that only last 3-5 years. Mrs. Calitro said all vehicle purchases are funded by the General Fund, notes are only used to purchase heavy equipment which has a longer lifespan. Chairman Finaldi pointed out that nowadays many of the vehicles are being refurbished and they can get twenty years out of them. Mr. Urice said he just wants to be sure we are not financing things for longer than their lifespan. Mrs. Hoffstaetter thanked Mrs. Calitro for doing such a thorough yet concise job on this. She asked about unfunded projects and asked how an absolute emergency is addressed. Mrs. Calitro said the departments prioritize their projects themselves and it is important for them to list all of the projects they want to do because as long as it is shown on the six year plan, that makes them eligible to apply for funding grants. There were no other questions from the Commission members, so Chairman Finaldi asked for a motion on this. Mr. Chiocchio made a motion to approve the Capital Improvement Plan as amended. Mr. Salvagne seconded the motion and it was passed unanimously by roll call vote with ayes from Mr. Chiocchio, Mrs. Hoffstaetter, Mr. Salvagne, Mr. Urice and Chairman Finaldi. REFERRAL: 8-3a Referral - Petition of BRT Sconset LLC to Amend Section 4.A.6. of the Zoning Regulations. (Add Active Adult Cluster Development to the RA-20 & RA-40 Zones.) THIS DATE IS SUBJECT TO CHANGE DEPENDING ON CIRCUMSTANCES RELATED TO COVID-19. This will be discussed at a future meeting. Chairman Finaldi said they would be tabling this matter until the next meeting. At 8:05 PM, Mr. Chiocchio made a motion to adjourn. Mrs. Hoffstaetter seconded the motion and it was passed unanimously by roll call vote with ayes from Mr. Chiocchio, Mrs. Hoffstaetter, Mr. Salvagne, Mr. Urice and Chairman Finaldi.
