TARRYWILE PARK AUTHORITY REGULAR MEETING July 19, 2022 CALL TO ORDER: On July 19, 2022 at 6:45 p.m., the regular meeting of the Tarrywile Park Authority, was called to order by Chairman M. Marcus. Due to COVID exposure Chairman Marcus conducted the meeting via Zoom. B. Talarico also called in via Zoom. All others attended in person. ATTENDANCE: Board Members Present: M. Marcus, E. Prybylski,M. Repole, B. Talarico, W. Platz & N. Wakeham Board Members Absent: D. Manacek & J. Harner Park Staff: B. Petro Guests: N/A AGENDA: 1. Chairman’s Report: M. Marcus said that any items will be covered under the agenda. 2. Minutes: A motion was made by M. Repole to approve the minutes of the May 17, 2022 meeting. E. Prybylski seconded. The motion passed unanimously. 3. Financial Items: A. Financial Reports – June 2022: A motion was made by N. Wakeham to approve the financial reports. M. Repole seconded. The motion passed unanimously. B. Proposed Operating Budget FY 2022/2023: The budget was emailed out before the meeting for review. Chairman Marcus made note of two items under income. In regards to rental units. The rent may go up higher then is stated depending on the market. He also noted that the fundraising goal for the year would be $43,706.27. Discussion followed. A motion was made by M. Repole to approve the proposed Operating Budget FY 2022/2023. N. Wakeham seconded. The motion passed unanimously. 4. Old Business: A. Fundraising: In the coming months the administrative staff will be working on a campaign in addition to other revenue sources. In regards to sponsorships, the staff wishes to thank W. Platz for taking a package to the management of Keystone Place. B. Park Maintenance: A part-time Caretaker has been hired and is working out well. Things are also going well with the transition from a full-time foreman to outsourcing with a landscape company. Discussion followed. The grounds committee will meet in the coming week to look over the grounds and discuss with staff, items that need attention. C. Farm Area Discussion: B. Petro reported that some of the equipment is currently awaiting pickup and staff is working to have other outdoor items also moved. D. Cell Phone Tower: Chairman Marcus had previously discussed a proposal from Homeland Towers to study Tarrywile for a possible cell phone tower location. There is nothing new to report and Chairman Marcus will keep the Board updated. E. Norwalk River Valley Trail update: M. Marcus, E. Prybylski & B. Petro met with Kathy Miville and Andrea Gartner from the NRVT group to discuss the trail. NRVT informed us that the Timber & Stone Trail company would not be able to work on the trail. A company out of NY called Tahawus Trails has been recommended and they will be doing a site visit soon. After the meeting, Kathy reported that “Charlie, Andrea, Toni Boucher and I met Dean Esposito, Roger Palanzo and John Kleinhans in Wilton and walked part of the NRVT. They all seemed quite enthusiastic about pursuing funding to move forward with the trail in Danbury.” 5. New Business: N/A 6. Other Business: A motion was made by D. Manacek to move into Executive Session at 7:48 p.m. J. Harner seconded. Motion passed unanimously. A motion was made by D. Manacek to come out of Executive Session at 8:10 p.m. M. Repole seconded Motion passed unanimously. Adjournment: A motion was made by E. Prybylski to adjourn the meeting at 8:12 p.m. Seconded by N. Wakeham. Motion passed unanimously.
