Mr. Melillo made a motion to nominate Candace Fay for Vice-Chairman. Mr. Raya seconded
the motion. Since there were no other nominations, Mr. Jowdy made a motion to close
the nominations. Mr. Raya seconded the motion. Chairman Haddad then took a roll call
vote. Voting in favor of Mr. Jowdy were Mr. Hawley, Mr. David, Chairman Haddad, and
Mr. Jowdy. Voting in favor of Mrs. Fay were Mr. Coelho, Mr. Melillo, Mr. Raya, and Mrs.
Fay. The final vote was tied with four votes each for Mr. Jowdy and Mrs. Fay. Chairman
Haddad asked if any of the members wanted to change their vote and no one chose to do
that. He said they would look at this again at the January 11, 2021 meeting.
Setting of Effective Date for Approvals granted by the Commission.
Chairman Haddad said this is reviewed and set very two years at the start of each new
Commission’s term. He asked Mrs. Calitro for confirmation as to what has been done for
the past two years. Mrs. Calitro said that for the past two years the policy has been that
the effective date of their decisions is the day following the publication in the News-Times
unless otherwise specified. Mr. Raya then made a motion to set the effective date for
approvals as one day after publication in the News-Times unless otherwise specified. Mr.
Jowdy seconded the motion and it was passed unanimously by voice vote.
Appointment of ZBA Subcommittee – three members.
Chairman Haddad said this subcommittee meets and reviews Use Variance applications
and then presents a report to the rest of the Commission. After discussion, the
Commission then makes a recommendation which is forwarded the ZBA. Mr. Melillo said
he was on it with Mrs. Hylenski and he thought Mr. Jowdy. The secretary said she was
pretty sure it was Mr. Melillo, Mrs. Hylenski, and Mr. Almeida. Mr. Jowdy said he was
pretty sure he was not on it since he had done it during the previous term. Chairman
Haddad asked the secretary to confirm who had done it during the past two years. And
since Mrs. Hylenski is not here this evening, they will discuss it again at the January 11,
2021 meeting.
Chairman Haddad said there were no Public Hearings, Continuations of Public Hearings,
or Old Business listed on tonight’s agenda. He added that there was a new petition for
a special permit listed under New Business, but this type of petition does not require
any referrals or formal acceptance. He said the regular meeting schedule for 2022 was
listed under Correspondence with a link to download it. He continued saying that the
public hearings scheduled for the January 11, 2022 and January 25, 2022 meetings were
listed under For Reference Only. He asked if there was anything to discuss under Other
Matters and then said he wanted to thank Taylor O’Brien from the Mayor’s Office for all
of her hard work and dedication with the implementation of the Zoom platform for their
meetings throughout the COVID pandemic. He then added that she is his niece and he is
very proud of her.

1) Petition of the City of Danbury by Sharon B. Calitro, Planning Director to Amend
Sections 3.C., 10.B.2. & 10.C.4.(a)(2) of the Zoning Regulations. (Amendments
pursuant to Public Act 21-29: Opt out of Parking Requirements, Amend Zoning Permit
Fee Schedule to Add Provision Authorizing Charging of Fee for Expert Consultant, and
Amend Language in Additional Requirements for Approval of Special Exceptions and
Special Permits relative to use of the word “character”). The petitioner requested
commencement of the public hearing be postponed until the regular meeting of
January 11, 2022.
2) Petition of SC Ridge Owner LLC to Amend the Master Plan Approved June 23, 2020 and
Amended May 11, 2021. Public hearing scheduled for January 11, 2022.
3) Application of Giuseppe, Angelo, & Victor DeSimone (property owners) for Blasius
