VILLAGE OF DANSVILLE BOARD OF TRUSTEES PUBLIC HEARING MINUTES JULY 15, 2026 PUBLIC HEARING: A public hearing was convened for the purpose of receiving comments on the Community Development needs and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the 2026 program year concerning St Patrick’s Church demolition and a Water Meter Planning Study. CALL TO ORDER: By Mayor Haywood at 6 p.m. Held concurrently with the regular meeting. Answer: Because the village was unable to negotiate ownership with the Church, the village took ownership back, so for all intents and purposes, all legal avenues have been investigated. The grant is an option to provide funding for the project without the village having to fund the entire cost. When did the Church walk away from the building? The fact that there was an incorporation with the Church means there’s nothing we can do legally? Answer: The village can pursue this avenue but there’s no money in the Church’s pockets for the village to get anything out of. We pursued both the Assembly of God Church and New Bread Church. The Assembly of God Church had originally turned it over to Bread of Life Church and then it was turned back to Assembly of God Church when Bread of Life Church left. Speaker #2 Charlie Perkins 19 Washington Street Question: Is there a record from the Assembly of God Church to the village saying they have sublet or sub incorporated to New Bread Ministries? Answer: We have paperwork. They turned it over to New Bread Ministries and then New Bread turned it right back over two years later. -Convenience of Assembly of God Church -Concerns over matching grant funds -This is a grant opportunity for up to $1 million dollars with no matching funds required. -This has been reviewed by the Village Attorney Speaker #3 Paul Constatine Sr. 5 West Liberty Street Question: Has the determination been made of which part if all parts contain asbestos? Answer: All parts. We had an engineering firm, Lozier’s, come in and they did a complete study and then developed all the information and provided pictures. -It is not all asbestos; it’s just asbestos containing materials throughout. Speaker #4 Charlie Perkins 19 Washington Street Question: If the grant fails, where do we go then? Answer: No idea Speaker #5 Bill Crowell 9 Park Avenue Question: You talked about MRB, are there any other engineering firms that Dansville has ever considered using? Answer: We used Lozier’s for the environmental study. Question: Is the village considering buying the fence instead of renting it on a monthly basis? Answer: Depends on how the grant goes, but right now we are renting. COMMENTS ON WATER METER PLANNING STUDY GRANT: Speaker #1 Rick Schwenzer 6 Morey Avenue Question: It’s a $50,000 grant to study if we need new water meters? Answer: The goal of the grant is to come up with a cost estimate and a project scope that we can then submit for further funding to fund the water meter replacement. Question: Is it a prerequisite for the grant to have an engineering firm, do it? Answer: The engineering report is required to be done by a professional engineering firm to submit for further grant funding. You need a preliminary engineering report to go after the implementation side of any funding. Question: The cost is $5,000.00 for this? Answer: Between $5,000.00-$7,000.00 is the normal cost depending on the grant opportunity. That gets $50,000.00 from CDBG to pay for the study. Then we use that study to go after the $1,000,000 or more for implantation. Question: Is there a matching on this study? Answer: There is no matching on this study. Speaker #2 Charlie Perkins 19 Washington Street -Comments regarding the unknown cost to MRB to write the application Question: Once the study is complete, how much money are we chasing for implementation? Answer: It varies from year to year and program to program. Typically, around $1,000,000.00. Question: What would the percentage of local match be on that? Answer: It varies from year to year. We won’t know until the funding cycle. Question: Based on past practice what can we assume the match will be? Answer: If you are going through CDBG there would be no match, however, there’s also green infrastructure grant program which is also a good option for water meters. The match for that would be 10%. Question: If the project came out to $1,000,000.00, we could potentially be on the hook for $100,000.00? Answer: Yes Question: If the $1,000,000.00 comes through and we kick in our $100,000.00, do we buy all the meters in one month or do you buy them as you need them? When does the warranty start? Does it start on delivery, or does it start on installation? Answer: I think we would want to replace as many as we can within the limits of your funding. If it’s $1,000,000.00 to replace half of them, replace half. If it’s less than $1,000,000.00 to replace all of them, I would suggest we go after replacing all of them. -Comments regarding going after a smaller grant and replacing a smaller quantity on a need basis, applying each year for a grant, purchasing a different style of meter and a different program and integrating the information during a transition period. Speaker #3 Dan Folts 56 Seward Street Question: How long does the grant study for the water meters last? Answer: Indefinitely. We typically produce it and if it does not get funded in the implementation side of things, we will continue to use the PER to apply year after year as the municipality wants to continue funding. We will occasionally update our cost estimate to reflect any potential cost increases year by year. Question: Does the findings of the PER change? Answer: The PER may be amended to change the conclusions or recommend a different alternative, but the PER is usable indefinitely and is usable to apply for further grants in following years if there’s needed funds to continue updating or replacements. Question: If there is a million-dollar grant on the table and you get less, can you apply again next year for another million dollars? Answer: Typically, yes.
