CITY OF DARLINGTON COUNCIL PROCEEDINGS
NOVEMBER 19, 2024
The meeting was called to order by Mayor Mike McDermott at 7:00 PM. The Pledge of Allegiance
was then recited. Present at roll call were: Cindy Corley, Dave Roelli, John Sonsalla, Steve Pickett, Kerry
Black, and Joe Boll. Absent: None. Also present were: Attorney Aaron Stauffacher, Leona Havens, Amy
Prine, Jeff McCarthy, and Amy Johnson.
Motion by Sonsalla, seconded by Pickett, that the meeting notice and agenda were properly posted.
Motion carried. Motion by Pickett, seconded by Roelli, to approve the minutes of the previous meeting.
Motion carried.
Discussion was held concerning proposed Resolution 2024-06, A Resolution Authorizing Submission
of a Grant Application to the Wisconsin Economic Development Corporation. A copy of the proposed
resolution was included in the agenda packet. Leona Havens attended the meeting on behalf of the Driver
Opera House Restoration, Inc. to explain their plans if they are awarded the Vibrant Spaces Grant. After review
and consideration, motion by Pickett, seconded by Sonsalla to approve Resolution 2024-06, A Resolution
Authorizing Submission of a Grant Application to the Wisconsin Economic Development Corporation as
presented. Motion carried.
Discussion was then held concerning the proposed Assumption Agreement between the City of
Darlington and The Driver Opera House Restoration, Inc., related to a Wisconsin Economic Development
Corporation Vibrant Spaces grant application. . A copy of the agreement was included in the agenda packet.
Attorney Stauffacher presented information and answered questions regarding the proposed agreement. After
discussion and consideration, motion by Pickett, seconded by Boll to approve the proposed Assumption
Agreement as presented. Motion carried. Leona Havens then left the meeting.
The Notice of Spring Election was presented. The Spring Election will be held on Tuesday, April 1,
2025. The following offices are to be elected to succeed the present incumbents: Alderperson, First Aldermanic
District – Cynthia Corley; Alderperson, Seconded Aldermanic District – Dave Roelli; and Alderperson, Third
Aldermanic District – John Sonsalla. If necessary, a primary will be held on Tuesday, February 18, 2025.
Discussion was then held concerning updating the camera system for the City of Darlington Municipal
Building. A copy of a quote from TC Networks in the amount of $38,110.56 was included in the packet for
review. Mayor McDermott explained the cameras and the system are outdated and do not cover all public areas
within the building. The quote does not include running all wiring for the project. Al Hinderman will be running
the wiring. Mayor McDermott stated that funding could be reallocated from the Dog Park Outlay for this
project to help cover the expenses. This was approved at the Finance and Personnel Committee meeting held
on October 22, 2024. After consideration, motion by Roelli, secondeded by Black to approve the quote from
TC Networks for the camera system upgrade for the City of Darlington Municipal Building. Motion carried.
Discussion was also held concerning a quote from TC Networks for installing door access controls on
the City Hall entry door and Police Department entry doors. A copy of the quote in the amount of $9,372.27
was included in the packet for review. Mayor McDermott and Amy Johnson presented information about the
door access control system. Funding for this project would come out of the Police Department, City Clerk, and
Municipal Building Budgets. After discussion and consideration, motion by Pickett, seconded by Roelli to
approve the quote from TC Networks for the door access control system for the City Hall entry door and Police
Department entry doors. Motion carried.
Discussion was held concerning the replacement of two treadmills in the Wellness Center. Copies of
two quotes were included in the agenda packet. One quote was from Fitness Superstore in the amount of
$14,398.20 for one treadmill, and $28,116.44 for two treadmills which includes a 22% product discount. The
second quote was from US Fitness Service in the amount of $17,140.00 for one treadmill, and $31,830.00 for
two treadmills. Amy Prine attended the meeting to answer questions. Prine stated that there are funds left in
2024 Wellness Center budget to cover the cost of purchasing two treadmills. Prine recommended that the
treadmills be purchased from Fitness Superstore since they are offering a 22% discount on the cost. After
discussion and consideration, motion by Corley, seconded by Sonsalla to approve the purchase of two
treadmills from Fitness Superstore in the amount of $28,116.44. Motion carried. Amy Prine then left the
meeting.
Under reports of committees, Alderperson Corley reported on the Library Board meeting held
November 18, 2024. Aldperson Pickett reported that the Holiday Parade will be on Saturday December 7,
2024. The parade will start by Glennies and proceed up Main Street and end at the Train Depot where Santa
will be. The Fire department will be serving chili afterwards.
Motion by Roelli, seconded by Boll to go into closed session in accordance with Section 19.85 (1) (e) Wis.
Stats., to consider an amendment to an agreement from Burbach Aquatics, Inc.
Motion by Roelli, seconded by Pickett to reconvene to regular session in accordance with Section 19.85 (2)
Wis. Stats., to take action if necessary, concerning an amendment to an agreement from Burbach Aquatics,
Inc.; and adjourn the meeting.
There being no further business for this meeting, motion by Roelli, seconded by Corley, to adjourn
the meeting at 8:22 PM. Motion carried.

take action if necessary, concerning an amendment to an agreement from Burbach Aquatics, Inc.;
and adjourn the meeting.
