CITY OF DARLINGTON COUNCIL PROCEEDINGS
JULY 1, 2025
The meeting was called to order by Mayor Mike McDermott at 7:00 PM. Present at roll call were:
Dave Roelli, John Sonsalla, Steve Pickett, Kerry Black, and Cindy Corley. Absent: Joe Boll. Also present
were: Jeff McCarthy, Jesse Westerman, Attorney Aaron Stauffacher, and Amy Johnson.
Motion by Pickett, seconded by Sonsalla, the meeting notice and agenda were properly posted.
Motion carried. Motion by Pickett, seconded by Roelli, to approve the minutes of previous meetings.
Motion carried.
Under unfinished business from previous Council meetings, discussion was held concerning bids
received for the 123 East River Street Demolition/Restoration project. Jeff McCarthy updated the Council
on the asbestos report received from Advanced Testing and Inspections. McCarthy stated that the company
will not perform the abatement for the project as the City assumed; the contractors who submitted the bids
need to include this service. All bidders were notified of this and have been allowed to rebid on the project,
including the abatement in their bids. New bids must be submitted by noon on July 10, 2025. After
discussion and consideration, motion by Sonsalla, seconded by Corley, to table the matter until the July 15,
2025, Council meeting. Motion carried.
Attorney Aaron Stauffacher provided an update on the Evenstad Drive Matter. A copy of the
settlement agreement was included in the agenda packet for review and information. The agreement states
that Evenstad Drive is City owned.
Under new business, discussion was held concerning the Demolition/Restoration contract for the
123 East River Street Demolition/Restoration project. Given that the award was tabled, no discussion was
held. Motion by Sonsalla, seconded by Corley, to table the matter until the July 15, 2025, Council meeting.
Motion carried.
Motion by Pickett, seconded by Roelli, to approve the May 31, 2025, financial statements for the
City, Water Department, and Sewer Department as presented. Motion carried.
Motion by Pickett, seconded by Black, to approve payment of the following June 2025 vouchers:
City ACH Vouchers #277 thru #291 in the amount of $114,762.42; City vouchers #46686 thru #46771 in
the amount of $434,479.62; Direct Deposit Payroll vouchers #15280 thru #15366 in the amount of
$77,606.56; Library ACH Vouchers #14 in the amount of $2,450.22; Library vouchers #6509 thru #6512
in the amount of $1,205.07; Sewer Dept. ACH voucher #26 in the amount of $1,268.51; Sewer Dept.
vouchers #8238 thru #8255 in the amount of $16,904.16; Water Dept. ACH voucher #43 in the amount of
$1,268.49; Water Dept. vouchers #7637 thru #7654 in the amount of $29,537.14. Motion carried.
Alderperson Cindy Corley reported on the Library Board meeting held on Monday, June 23, 2025.
Mayor McDermott reported on the latest EMS Committee meeting.
Motion by Roelli, seconded by Pickett, to go into closed session in accordance with Section 19.85
(1)(e) for deliberating or negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining reasons require a closed
session. Roll call vote: all ayes.
Motion by Pickett, seconded by Sonsalla, to reconvene to regular session in accordance with Section
19.85 (2) Wis. Stats. to take possible action regarding the purchasing of public properties, the investing of
public funds, or conducting other specified public business, and to adjourn the meeting.
After discussion and consideration, motion by Pickett, seconded by Sonsalla, to authorize the Mayor
and City Clerk to sign a mutual release for Larry Burn’s property located at 220 Wells Street and 130 East
Alice Street upon Mr. Burns paying $700.00 in damages to the City. Motion carried.
There being no further business for this meeting, motion by Roelli, seconded by Black, to adjourn
the meeting at 7:50 PM. Motion carried.
