FINANCE AND PERSONNEL COMMITTEE MEETING MINUTES SPECIAL MEETING OCTOBER 28, 2025 The meeting was called to order by Mayor McDermott at 6:00 PM. Present at roll call were: Steve Pickett, Kerry Black, and Dave Roelli. Absent: None. Also present were: Kim Winslow, Joe Boll, Cindy Corley, John Sonsalla, and Amy Johnson. Motion by Pickett, seconded by Black, that the meeting notice and agenda were properly posted. Motion carried. Under new business, motion by Roelli, seconded by Pickett, to go into closed session in accordance with Section 19.85 (1) (c) Wis. Stats., to make a recommendation for the Director of Public Works position. Roll Call Vote: All Ayes. Motion carried. Winslow then left the meeting. Motion by Roelli, seconded by Black, to reconvene to regular session in accordance with Section 19.85 (2) Wis. Stats., to make a recommendation for the Director of Public Works position, if appropriate, to the City Council for approval. Roll Call Vote: All Ayes. Motion carried. Winslow arrived at the meeting. Motion by Roelli, seconded by Pickett, to readvertise for the Director of Public Works position with the adjusted salary range of $80,000.00 to $90,000.00. Motion carried. Discussion was then held concerning the amended 2026 Police Department budget. A copy of the amended budget was included in the agenda packet. The budget was amended to match the wages approved by the Council’s acceptance of the agreement between the City of Darlington and the Darlington Professional Police Association for contract years 2026-2027. The amended budget calls for total revenues of $26,000.000 and total expenditures of $722,256.69, plus an outlay request of $30,000.00. Total expenses are $37,724.69 higher than in 2025. After review, motion by Black, seconded by Roelli, to approve the amended 2026 Police Department budget as presented. Motion carried. Under new business, discussion was held concerning the proposed 2026 Salary and Wage Rate Schedule. A copy of the proposed schedule was included in the agenda packet. The 2026 Salary and Wage Rate Schedule consists of a 3.0% wage increase authorized by Mayor McDermott, as well as an increase to the Property Maintenance hourly rate. After review and consideration, motion by Black, seconded by Pickett, to approve the 2026 Salary and Wage Rate Schedule as presented, and recommend approval of the same to the City Council. Motion carried. The overall 2026 City budget was then presented for review and consideration. A copy of the 2026 City budget worksheet was included in the agenda packet. The proposed budget includes all department budget requests presented and approved at the previous meeting of this committee, as well as the amended Police Department budget approved at this meeting. The proposed 2026 budget calls for total revenues of $3,378,269.11 and total expenses of $3,378,269.11. In order to balance the 2026 budget, $210,907.26 from the City’s surplus funds was used. After review and consideration, motion by Black, seconded by Roelli, to approve the 2026 City Budget as presented, and recommend approval of the same to the City Council. Motion carried. The 2026 City budget advertisement was then presented for review and consideration. A copy of the proposed budget advertisement was included in the agenda packet. After discussion and consideration, motion by Pickett, seconded by Black, to approve the 2026 City budget advertisement as presented, and recommend approval of the budget advertisement to the City Council. Motion carried. There being no further business for this meeting, motion by Black, seconded by Pickett, to adjourn the meeting at 6:25 PM. Motion carried. CITY OF DARLINGTON Amy L. Call to order by presiding officer. 2. Roll call. 3. Motion that the meeting notice and agenda were properly posted. 4. Reports, comments, suggestions, and recommendations of citizens present. (3-minute limit) 5. Unfinished or deferred business from previous committee meetings. (a) Discussion and action concerning the amended 2026 Police Department Budget. The Committee will go into closed session in accordance with Section 19.85 (1) (c) Wis. Stats., to make a recommendation for the Director of Public Works position. The Committee will reconvene to regular session in accordance with Section 19.85 (2) Wis. Stats., to make a recommendation for the Director of Public Works position, if appropriate, to the City Council for approval. 6. New business. Including but not limited to the introduction of Ordinances and Resolutions. (a) Discussion and action concerning the 2026 Salary and Wage Rate Schedule. (b) Presentation and consideration of the proposed 2026 overall City budget. (c) Presentation and action concerning the proposed 2026 City budget advertisement. 7. Adjourn the meeting.
