PARK AND RECREATION COMMISSION MINUTES
APRIL 29, 2026
The meeting was called to order by Joe Boll at 6:30 p.m. Present at roll call: Carly Winslow, Joe Boll,
Rayna O’Brien, Scott Heinberg, Jill Ringen. Ken Staver arrived at 6:33pm
Absent: Doug Lindstrom
Also present: Kevin Andrews, Wade Berget, Jaclyn Essandoh from Southwest Wisconsin Regional
Planning, John Sonsalla and Kim Winslow
Motion by Winslow, seconded by O’Brien, the meeting notice and agenda were properly posted. Voice
vote. Motion carried.
Motion by Ringen, seconded by O’Brien, to approve the minutes of the previous meeting as presented.
Voice vote. Motion carried.
Public comment, suggestions, and recommendations of citizens present: None
Reports / presentations from Commission Members or Staff:
The Pecatonica River Trails Park Campground – Occupancy & Revenue report was included in the
agenda packets. Campsite 36 still is not available for rental, because the site needs leveling.
Wade Berget presented an update on Parks & Recreation activities.
- The new playground equipment for the campground should be in by the end of May
- Soccer program is going very well – he had 87 sign-ups.
- Splashpad construction is going well, despite the weather.
- The storage shed at the ball park has been repaired.
- Wade will be getting the swimming pool ready for the season starting this week.
Under unfinished or deferred business from the previous commission meeting:
Discussion only was held regarding the Comprehensive Outdoor Recreation Plan. Jaclyn Essandoh
from Southwest Wisconsin Regional Planning attended the meeting to go over the survey results, review
a list of project ideas for each park and their status, and review a list of 2026 Comprehensive Outdoor
Recreation Plan new project ideas. Jaclyn made note of any items that were discussed and will take the
information back and make the required updates and changes, including updating maps and census data.
She will then present the final draft of the Comprehensive Outdoor Recreation Plan at the May 27th,
2026 Park & Recreation Commission meeting for approval and recommendation to the City Council at
their meeting on June 2, 2026.

Next meeting date is set for May 27, 2026 at 6:30pm
Motion by Ringen, second by Winslow, to adjourn the meeting at 7:40pm. Voice vote. Motion carried.
