PLAN COMMISSION MEETING MINUTES
MAY 5, 2026
The meeting was called to order by Mayor Dave Roelli at 6:30 PM. Present at roll call were: Mayor
Roelli, Kevin Andrews, Joe Boll, Jeff McCarthy, and Phil Risseeuw. Absent: Kyle McCarville and Fritz
Hanewall. Also present were: Kerry Black, Cindy Corley, John Sonsalla, Attorney Jacob Gardner, and Amy
Johnson.
Motion by McCarthy, seconded by Boll, that the meeting notice and agenda were properly posted.
Motion carried. Motion by Boll, seconded by McCarthy, to approve the minutes of the previous meeting.
Motion carried.
Under new business, a discussion was held concerning proposed Resolution 2026-09, A Preliminary
Resolution to Discontinue a Portion of Washington Street located on the Original Plat in the City of
Darlington, Pursuant to Section 66.1003(4) Wis. Stats. A copy of the proposed resolution was included in
the agenda packet. After discussion and consideration, motion by Risseeuw, seconded by Boll, to approve
Resolution 2026-09, A Preliminary Resolution to Discontinue a Portion of Washington Street located on
the Original Plat in the City of Darlington, Pursuant to Section 66.1003(4) Wis. Stats. as presented. Motion
carried.
Discussion was then held concerning the Notice of Public Hearing Regarding Discontinuance of a
Portion of Washington Street located on the Original Plat in the City of Darlington. A copy of the notice
was included in the agenda packet. After review and consideration, motion by McCarthy, seconded by
Risseeuw, to approve the notice as presented. Motion carried.
A discussion was also held regarding the Notice of Public Hearing for a zoning change request. The
zoning change request was submitted by Darlington Mutual Insurance Company for its building at 116 E
Louisa Street, Darlington, WI 53530. After discussion and consideration, motion by McCarthy, seconded
by Risseeuw, to approve the notice as presented. Motion carried.
There being no further business for this meeting, motion by Boll, seconded by McCarthy, to adjourn
the meeting at 6:35 PM. Motion carried.

4. Approve the minutes of the previous meeting, rectifying mistakes if any exist. (Copy
enclosed)
5. Reports, comments, suggestions, and recommendations of citizens present. (3-minute
limit)
6. Unfinished or deferred business from previous Plan Commission meetings.
7. New business. Including but not limited to the introduction of Ordinances and
Resolutions.
(a) Discussion and action concerning proposed Resolution 2026-09, A Preliminary
Resolution to Discontinue a Portion of Washington Street located on the Original
Plat in the City of Darlington, Pursuant to Section 66.1003(4) Wis. Stats.
(b) Presentation of Notice of Public Hearing Regarding Discontinuance of a Portion of
Washington Street located on the Original Plat in the City of Darlington.
(c) Presentation of Notice of Public Hearing regarding a zoning change request.
8. Adjourn the meeting.
