Minutes
On Wednesday, January 17, 2024, at 6:00 p.m., the Dayton City Commission met in regular
session in the Commission Chambers of City Hall.
CALL TO ORDER
Temporary Chairperson Commissioner Joseph called the meeting to order.
ROLL CALL
Roll call was taken, and Commissioners Joseph, Shaw, Fairchild, and Turner-Sloss were
present. The Acting Clerk of Commission, Ms. Verletta Jackson, and the City Manager, Ms.
Shelley Dickstein, were also present.
Commissioner Shaw made a motion to excuse the absence of Mayor Mims.
Commissioner Turner-Sloss seconded the motion. The motion was unanimously
approved.
INVOCATION
Commissioner Fairchild asked for a moment of silence to commemorate the passing of City
of Dayton employee and community member Mr. David Lytle. He gave the invocation.
PLEDGE OF ALLEGIANCE
Temporary Chairperson Commissioner Joseph led the public in the Pledge of Allegiance.
APPROVAL OF MINUTES
Commissioner Shaw made a motion to approve the minutes from the January 10, 2024,
City Commission meeting. Commissioner Fairchild seconded the motion. The previous
meeting minutes were unanimously approved.
COMMUNICATIONS AND PETITIONS
Communication #21866
State of Ohio, Department of Liquor Control – Permit Application No. 6110136 – New –
D2 – Monument Dayton LLC, 1st FL & BSMT Only, 136 W Monument Avenue, Dayton
OH 45402.
The Clerk of Commission reported receipt of State of Ohio Permit Application No. 6110136 –
New – D2 – Monument Dayton LLC, 1st FL & BSMT Only, 136 W Monument Avenue, Dayton
OH 45402. The application was referred through the city for investigation.
SPECIAL AWARDS/PRESENTATIONS
There were no special awards or presentations.
ADDITIONS OR DELETIONS TO THE CALENDAR
There were no additions or deletions to the calendar.
DISCUSSION OF CALENDAR ITEMS
There was no discussion of calendar items.

CITIZENS’ COMMENTS ON CALENDAR ITEMS
There were no citizens’ comments on calendar items.
APPROVAL OF CITY MANAGER’S REPORTS
Commissioner Shaw made the motion to approve the City Manager’s Reports.
Commissioner Turner-Sloss seconded the motion. The City Manager’s Reports were
approved with a 4-0 vote. Voting in the affirmative were Commissioners Joseph, Shaw,
Fairchild, and Turner-Sloss.
CITIZENS’ COMMENTS
Citizens’ comments were received from the following:
1. Mr. David West, 1320 Kingsley Ave. - spoke about the screening of the movie Black
Skin at the Neon Theatre on January 21, 2024.
2. Mr. Kevin Keller, 3922 E. Third St. - spoke about signage around the City of
Dayton and the lack of an art community.
3. Ms. Verdis Green, 3925 E. Third St. – spoke about citizens that should be added to
the Housing Steering committee.
4. Ms. Alice Wood, 541 Adams St. spoke about citizens that should be added to the
Housing Steering Committee. She also spoke about problems she is having with
Dayton Public Schools transportation.

The City Manager, Ms. Shelley Dickstein, had no closing comments.
COMMENTS BY THE ACTING CLERK OF THE COMMISSION
The Acting Clerk of Commission, Ms. Verletta Blackshear, had no closing comments.
COMMENTS BY THE CITY COMMISSION
Commissioner Turner-Sloss
Commissioner Turner-Sloss thanked citizens and community leaders for their comments at
the meeting.
Commissioner Turner-Sloss highlighted her attendance at the various events commemorating
the life of Dr. Martin Luther King, Jr. around the City of Dayton.
Commissioner Turner-Sloss encouraged everyone to attend the movie screening of Black Skin
at the Neon Theatre on January 21, 2024
Commissioner Turner-Sloss highlighted the passing if Mr. David Lytle and his
accomplishments with the City of Dayton.
Commissioner Fairchild
Commissioner Fairchild thanked citizens for their presence at the meeting.
Commissioner Joseph
Commissioner Joseph highlighted the various events around the City of Dayton
commemorating the life of Dr. Martin Luther King, Jr.
ADJOURNMENT
There being no further business, the meeting was adjourned at 6:24 p.m.
