City Commission

On Wednesday, April 3, 2024, at 6:01 p.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. INVOCATION Commissioner Shaw gave the invocation. Mayor Mims asked for a moment of silence to commemorate the passing of City of Dayton employee Mr. John Hunt. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. ROLL CALL Roll call was taken, and Mayor Mims, Commissioners Joseph, Shaw, and Fairchild were present. The Clerk of Commission, Ms. Regina Blackshear, and the City Manager, Ms. Shelley Dickstein, were also present. Commissioner Joseph made a motion to excuse the absence of Commissioner Fairchild from this week's meeting. Commissioner Turner-Sloss seconded the motion. The motion was unanimously passed. COMMUNICATIONS AND PETITIONS There were no communications or petitions. SPECIAL AWARDS/PRESENTATIONS There were no awards or presentations. ADDITIONS OR DELETIONS TO THE CALENDAR The City Manager, Ms. Shelley Dickstein, requested the correction of Purchase Order No. 24933 which was mistakenly identified as belonging to the Water Reclamation division and should have been identified as belonging to the Water Supply and Treatment division. University of Dayton – Payment of Voucher – to cover expenses associated with employee participation in the Emerging Leader Certificate Program and the Supervisory Certificate Program – Department of Human Resources. $14,700.00 CITIZENS’ COMMENTS ON CALENDAR ITEMS There were no citizens’ comments on calendar items. APPROVAL OF CITY MANAGER’S REPORTS Commissioner Shaw made the motion to approve the City Manager’s Reports. Commissioner Turner-Sloss seconded the motion. The City Manager’s Reports were approved with a 4-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Shaw, and Turner-Sloss. LEGISLATION There was no legislation. CITIZENS’ COMMENTS Citizens’ comments were received from the following: 1. Mr. Alex Gorman, 133 Linden Ave. - spoke in opposition to DRITA and the Israel and Hamas war. 2. Ms. Kevin Keller, 3922 E. Third St. - spoke about housing concerns. He also spoke about aviation. 3. Ms. Destiny Brown, 130 W. Second St. - spoke in opposition to Ordinance No. 32092-24 the increase in expenditure authority ordinance. 4. Ms. Maggie Burk, 1200 Epworth Ave. - spoke in opposition to Ordinance No. 32092-24 the increase in expenditure authority ordinance. 5. Ms. Alexandra Williams, 2125 E. Whipp Rd. – thanked Commissioner Turner-Sloss for attending her event. 6. Mr. Greg West, 1320 Kingsley – spoke about the Felons with a Future event for youth. 7. Ms. Elana Dahl, 123 Pulaski St. - spoke in opposition to DRITA and the Israel and Hamas war. COMMENTS BY THE CITY MANAGER The City Manager, Ms. Shelley Dickstein, said she wanted to clarify the increase in expenditure authority ordinance (Ordinance No. 32092-24-Amending Revised Code of General Ordinances (“R.C.G.O”) Sections 35.21, 36.10, and 36.49; and Repealing Former R.C.G.O. Sections 35.21, 36.10 and 36.49). She said they researched cities with city manager forms of government and found that many of them were at the $50K threshold moving towards the $75K threshold. She said the City of Dayton is a billion-dollar entity with 95 percent of the budget coming before the City Commission. She said the legislation would allow routine expenditures that are necessary for departments to operate more efficiently to serve the community better. Ms. Dickstein said on Monday, April 8, 2024, at approximately 3:09 p.m. for three minutes the Solar Eclipse would take place. She said the City of Dayton has canceled waste collection, increased first responders, and opened recreation centers as viewing sites. Ms. Dickstein said the recreation centers will offer snacks, viewing glasses, and arts and crafts. She said citizens should limit travel on that date. COMMENTS BY THE CLERK OF THE COMMISSION The Clerk of Commission, Ms. Regina Blackshear, had no closing comments. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss Commissioner Turner-Sloss thanked citizens and community leaders for their comments at the meeting. Commissioner Turner-Sloss thanked Commissioner Shaw and said he did a wonderful job representing Mayor Mims at the East End Community Services Capital Campaign Wall Breaking. Commissioner Shaw Commissioner Shaw thanked federal, state, and county delegations for their support of the East End Community Services. Commissioner Joseph Commissioner Joseph thanked Mr. Keller for trying to clean up a neighbor’s yard. Mayor Mims Mayor Mims highlighted and congratulated sustainability staff for receiving the Bloomberg American Sustainable Cities award. Mayor Mims thanked Ms. Dickstein for the work that she does and said the City of Dayton has received clean audits for over 40 years. Mayor Mims highlighted his visit to Central State University where he taught a political class. Mayor Mims wished Ms. Natieya Still, Legislative Aide, who is leaving the City of Dayton, well in her future endeavors.
