City Commission

On Wednesday, July 3, 2024, at 5:59 p.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. INVOCATION Commissioner Turner-Sloss asked for a moment of silence to commemorate families who have lost loved ones. She gave the invocation. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. ROLL CALL Roll call was taken, and Mayor Mims, Commissioners Joseph, Fairchild, and Turner-Sloss were present. The Clerk of Commission, Ms. Regina Blackshear, and the City Manager, Ms. Shelley Dickstein, were also present. Commissioner Joseph made a motion to excuse Commissioner Shaw from this week’s commission meeting. Commissioner Fairchild seconded the motion. The motion was unanimously approved. APPROVAL OF MINUTES Commissioner Joseph made a motion to approve the minutes from the June 26, 2024, City Commission meetings. Commissioner Turner-Sloss seconded the motion. The previous meeting minutes were unanimously approved. COMMUNICATIONS AND PETITIONS There were no communications or petitions. SPECIAL AWARDS/PRESENTATIONS There were no special awards or presentations. ADDITIONS OR DELETIONS TO THE CALENDAR The Clerk of Commission requested the addition of Emergency Resolution No. 6807-24 - Authorizing the Special Privilege Permit for the Downtown Dayton Partnership for the Erection of a Memorial for the Mass Shooting in the Oregon District on August 4, 2019. APPROVAL OF CITY MANAGER’S REPORTS Commissioner Joseph made the motion to approve the City Manager’s Reports. Commissioner Turner-Sloss seconded the motion. The City Manager’s Reports were approved with a 4-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Fairchild, and Turner-Sloss. THIS ITEM WAS ADDED LEGISLATION EMERGENCY RESOLUTION – FIRST AND SECOND READING Emergency Resolution No. 6807-24- Authorizing the Special Privilege Permit for the Downtown Dayton Partnership for the Erection of a Memorial for the Mass Shooting in the Oregon District on August 4, 2019, and Declaring an Emergency. Commissioner Joseph moved that this being an emergency measure for the immediate consideration of the Resolution. Commissioner Fairchild seconded the motion. The motion was passed with a 4-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Fairchild, and Turner-Sloss. The question being shall Emergency Resolution No. 6807-24 be adopted. A roll call vote was taken resulting in a 4-0 vote. Voting in the affirmative were Mayor Mims, Commissioners Joseph, Fairchild, and Turner-Sloss. The Emergency Resolution was adopted. BOARD APPOINTMENT Commissioner Joseph made a motion to appoint Rebecca Hickey and Leah Konicki to the Landmark Commission for a term ending June 30, 2026. Commissioner Turner- Sloss seconded the motion. The motion was unanimously approved. CITIZENS’ COMMENTS Citizen’s comments were received from the following: 1. Mr. Joseph Abrams, 417 Park Dr. – spoke about the shooting that took place on June 29, 2024. 2. Bishop Richard Cox, 1453 Liscum Dr. – spoke about the shooting that took place on June 29, 2024. 3. Mr. Alec Johnson, 4822 Hassan Cir. – spoke about the shooting that took place on June 29, 2024. 4. Pastor Joshua Ward, 1623 W. Grand Ave. – spoke about the shooting that took place on June 29, 2024. 5. Mr. Carlo Heard, 1485 Benson Dr. – spoke about the shooting that took place on June 29, 2024. 6. Mr. Malik Akbar, 147 E. Hillcrest Ave. – spoke about the shooting that took place on June 29, 2024. 7. Ms. Ashley Erwin, 595 N. Gallow St. – spoke about the shooting that took place on June 29, 2024.  8. Ms. Shondale Atkinson, 623 Neegly Place– spoke about the shooting that took place on June 29, 2024. 9. Mr. Youssef Elzien, 4906 Amberwood Dr. – asked for a moment of silence to commemorate the Israel-Hamas War and the shooting that took place on June 29, 2024. COMMENTS BY THE CITY MANAGER The City Manager, Ms. Shelley Dickstein, had no closing comments. COMMENTS BY THE CLERK OF THE COMMISSION The Clerk of Commission, Ms. Regina Blackshear, said on July 3, 2024, there will be a prayer vigil at the Levitt Pavilion beginning at 6:00 p.m. to seek guidance about the violence in the city. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss Commissioner Turner-Sloss thanked citizens and community leaders for their comments at the meeting. Commissioner Turner-Sloss expressed her condolences to the Moody family. She said as a parent no one wants to bury their children. Commissioner Turner-Sloss said as a mother with two sons in the community she understands the concerns, but she will defer to the wisdom of the Chief of Police to handle the investigation and give factual information. She asked the community to continue leaning on the Dayton City Commission and as soon as the information is released they will provide it to the community. Commissioner Fairchild Commissioner Fairchild thanked citizens and community leaders for their comments at the meeting. Commissioner Fairchild said he was brokenhearted. He said in his capacity as a chaplain in a given year he sits with parents whose children have died and it’s a journey that no one wants to travel. He expressed his grief and condolences to the Moody family and to the community. Commissioner Fairchild asked that judgment be suspended until all information has been disseminated. He said that will be hard to do but the conversation will have to be had until this is a community where every child can live a life of safety and vitality and have a bright future. Commissioner Joseph Commissioner Joseph said one thing is clear this is a failure. He said they have work to do within and with partners to speed up plans that have already been made and how to make new plans to fix things. Commissioner Joseph said he will continue working with his colleagues and partners to make it happen. Mayor Mims Mayor Mims said its not easy to respond to the issue at hand because they are devastated. He said he has raised his children in the community along with countless others by teaching and coaching. He said he has to hold back tears when thinking of the senseless violence over the past few weeks. Mayor Mims said these are not good times and this community has failed its young people. Mayor Mims said the focus of the tragedy is finding ways that this will not happen again. He said they are implementing a violence interruption program that involves many who are trained and experienced in working with culturally sensitive youth. He said many cities that have implemented the program have seen great results in the reduction of gun violence. Mayor Mims thanked citizens for sharing their hearts and asked them to go with prayer and the understanding that they are in this fight together.
