2089 CITY COMMISSION ReEcuLaR MEETING marcu 19 2025 COD REPRO 333-4043 CITY COMMISSION MEETING On Wednesday, March 19, 2025, at 6:01 p.m., the Dayton City Commission met in regular session in the Commission Chambers of City Hall. CALL TO ORDER Mayor Mims called the meeting to order. INVOCATION Commissioner Fairchild led a moment of silence for Rev. Hence C. Coats of Pleasant Green Baptist Church in Trotwood and then led the invocation. PLEDGE OF ALLEGIANCE Mayor Mims led the public in the Pledge of Allegiance. ROLL CALL Roll call was taken, and Mayor Mims and Commissioners Shaw, Fairchild, and Turner- Sloss were present. The Clerk of the Commission, Ms. Regina Blackshear, and the City Manager, Ms. Shelley Dickstein were also present. Commissioner Shaw made the motion to approve Commissioner Joesph’s absence for the meeting. Commissioner Fairchild seconded the motion. APPROVAL OF MINUTES Commissioner Shaw made a motion to approve the minutes from the March 12, 2025, meeting. Commissioner Fairchild seconded the motion. The previous meeting minutes were unanimously approved. COMMUNICATIONS AND PETITIONS There were none. PRESENTATION AND SPECIAL AWARDS There were none. ADDITIONS OR DELETIONS TO THE CALENDAR Ms. Regina Blackshear noted a typing error in the resolution number listed as 6853-25 on the agenda. She clarified that the correct resolution number should be 6854-25. DISCUSSION OF CALENDAR ITEMS The City Manager, Ms. Shelley Dickstein highlighted a construction contract under item number two with Brandstetter Carol Inc. for approximately $320,000 as part of the Dayton Recovery Plan. This investment focuses on spray park upgrades and expansions. She noted that in July 2024, an RFP was issued to identify a firm for an assessment and design review of the spray parks. BCI was selected from three proposals based on the highest score. The firm will conduct assessments, oversee design, and manage the construction phase when vendors are selected for implementation. She emphasized the importance of spray parks in the city due to their high usage and expressed excitement about the investment. Commissioner Fairchild seconded the motion. The City Manager’s Reports were approved with a 4-0 vote. Voting in the affirmative were Mayor Mims and Commissioners Shaw, Fairchild, and Turner-Sloss. LEGISLATION Emergency Resolutions- First and Second Reading No. 6852-25 - Authorizing The City Manager To Accept Funding From The Montgomery County Economic Development Government Equity Program As Approved By The Board Of County Commissioners In An Amount Not To Exceed $500,000 By Entering Into A Project Agreement For The Sierra Nevada Corporation Project And Declaring An Emergency Having Been Declared An Emergency. The question being shall Emergency Resolution No. 6852-25 be adopted. Commissioner Fairchild made the motion for the immediate passage of Emergency Resolution No. 6852-25. No. 6853-25 - Authorizing The City Manager To Apply For, Accept, And Enter Into A Water Pollution Control Loan Fund (WPCF) Principal Forgiveness Loan Agreement On Behalf Of The City Of Dayton, Ohio, For The Water Reclamation Facility PFOA/PFAS Sampling Project, Designating A Dedicated Repayment Source For The Loan, And Declaring An Emergency. The question being shall Emergency Resolution No. 6853-25 be adopted. Commissioner Turner-Sloss made the motion for the immediate passage of Emergency Resolution No. 6853-25. Voting in the affirmative were Mayor Mims, Commissioners Shaw, Fairchild, and Turner-Sloss. The Ordnance was adopted. CITIZENS’ COMMENTS There were four citizens registered to speak. 1. Ms. Kassidy Allen, 641 Thornberry Dr- Miss Dayton Teen USA 2025, spoke about her deep ties to Dayton and requested sponsorship support for the Ad Showcase Book, with contributions of $295 for a horizontal ad and $395 for a vertical ad. She shared her lifelong connection to the city, highlighting experiences such as attending local schools, participating in library programs, Girl Scouts, and swim lessons. She also recalled reciting the Pledge of Allegiance at a county official’s swearing-in, publishing an article in the Dayton Daily News, and attending Bing Davis' summer art program. Now a junior at Centerville High School taking college courses at Wright State, she remains active in the community through leadership programs, job shadowing, and the Black Cultural Alliance. She expressed excitement for this opportunity and appreciation for the city's support. City Commission Comments on Miss Dayton Teen USA: Commissioner Turner-Sloss congratulated Kassidy Allen, praised her growing resume, requested sponsorship details, and recognized her parents. Commissioner Fairchild congratulated Kassidy Allen and asked about her path to Miss Ohio Teen USA. Ms. Allen shared that the pageant is in May, with preparations starting in April. She explained the competition includes fitness, an interview, and an evening gown segment. Commissioner Fairchild wished her success. Commissioner Shaw congratulated Kassidy Allen, acknowledging the hard work behind pageants. He related to her parents’ pride, encouraged her to keep up the good work, and wished her success in representing Dayton. Mayor Mims shared his connection to Kassidy Allen’s grandfather and family, thanked her for her accomplishments, and confidently congratulated her in advance, believing she will win. 2. Ms. Maxx Abigail Bowman, “Outside of West Dayton” - spoke about ending Dayton's involvement for Israel, promoting family restrooms for efficiency, and advocating for stronger protections for immigrants in the community. 3. Mr. Alec Johnson, 4822 Hassan Circle, spoke about the ongoing conflict in Gaza and criticized U.S. support for Israel. He also raised concerns about Dayton’s involvement with the DRITA and NATO, urging the commission to support democracy and human rights. Mr. Johnson highlighted the case of Mahmud Khalil, a green card holder facing deportation, as an example of potential rights violations, calling for solidarity and justice. 4. Ms. Sonya Hagans, 450 Lorenz Avenue- spoke about a troubling personal situation involving health issues and concerns about harassment. She is seeking assistance and has reached out to local authorities for help.  2093 Dayton Legal Blank, Inc. COMMENTS BY THE CITY COMMISSION Commissioner Turner-Sloss. Commissioner Turner-Sloss encouraged everyone to participate in the Sing Out Loud Dayton event, which will return for its second year on Thursday, March 20th at 7:30 p.m. The event, which unites the community in celebration, supports the Culture Works campaign. It will be held at the Roger Glass Center for the Arts at 29 Creative Way in Dayton. While the event is free, registration is required, and she mentioned that participants should visit Culture Works to register. Additionally, she highlighted the Dayton Children’s Water Festival, set for May 14th at the University of Dayton. This annual educational field trip allows fourth-grade students to engage in interactive presentations about water conservation and sustainability. Volunteers can sign up by April 4th on daytonfest.com/volunteers, with a link also available on the City of Dayton's homepage. She also took a moment to thank Miss Allen and her family for attending, as well as Maxx, Mr. Alex Johnson, and Sonya Hagans for being present at the meeting. Commissioner Fairchild Commissioner Fairchild expressed gratitude for the participants who spoke at the meeting, echoing thanks to them for their involvement. He congratulated Miss Allen and wished her good luck. He also thanked everyone responsible for the recent success of the big event over the weekend, including President Edwards of Wright State, who committed to 12 scholarships for STEM winners, which he described as life-changing for the students. He acknowledged the staff behind the scenes and the police escorts who helped make the event a success. He encouraged community participation in the Block-by-Block neighborhood workshop on April 5th at Westwood from 8:30 a.m. to 1:30 p.m. Commissioner Shaw Commissioner Shaw announced two key events. First, the City of Dayton’s Human Relations Council will host a Bidding 101 Webinar on March 26th from 12:00 to 1:00 p.m. This free event will help small businesses compete for city contracts by guiding them through the procurement process and how to use the Procurement Enhancement Plan. Businesses can RSVP online. Second, Shaw shared excitement about an event on March 28th called Day at DAY, a collaboration with the Boys and Girls Club, local rec centers, the Dayton Airport, universities, and Air Camp. This event will give Dayton youth a hands-on experience in the aviation industry, with plans to continue the program through the summer and fall to inspire future careers in aviation. Mayor Mims Mayor Mims reflected on the renewal of Issue 6, which was passed by 71% of Dayton's citizens on March 19th, 2024. This renewal secures an additional $15 million for the next eight years, enabling the city to continue progress made since 2016. Additionally, the Mayor thanked Commissioner Turner-Sloss for reminding him about the Culture Works program happening the following day. Mayor Mims will be participating in the percussion session with the band at the event, which is free to attend. He encouraged everyone to come and support the arts, acknowledging their vital role in expanding minds and offering youth a positive outlet.
