Mr. Scott inquired as to the possibility of reducing paper waste when it comes to distributing case information to
the board. Mr. Kroeger replied that it is part of the conversation the Planning Division is having regarding best
practices.
Mr. Scott asked board members to look at their calendars and provide advance notice when possible if they will
need to miss a meeting of Plan Board.

property and for the property to be redeveloped. Vacation of an interior alley and part of Bank Street were
completed earlier this year, and the required riverway access is reflected in the conditions of staff’s
recommended approval of the application. The record plan shows parcels that have been dedicated as
right-of-way but need to be updated.

Mr. Allen asked if the train track that runs near the proposed bike path is active. While it is not an active
line, it is a spur that provides access to the industrial uses to the northwest of the city center. Mr. Kroeger
added that it is City-owned and provided context for the improvements that have been done in the Wolf
Creek area near the proposed bike path.

8. PLN2024-00218 – Updated Signage Plan for Dayton Childrens GDP and Variances

Staff Comments
Jeff Green presented the request which is an update to the signage plan for the 40.8 acre Dayton Children’s
Hospital campus. The applicant is proposing signage that will require variance relief in relation to the
overall size and height of some of the proposed signage.
Mr. Green went over the request, locational maps, and plans associated with this proposal. He reiterated
that the request is to update the General Development Plan for a new signage package that would better
advertise their growing list of services and provide better directional signage for the property. Mr. Green
specified that three of the proposed signs had a height of 14 feet and a total size of 93.5 square feet. Mr.
Green noted that the larger signs could meet the Variance standards for approval given the amount of
frontage, roughly 3,500 feet, and increase in the services provided – both of which are unique conditions
that are not normally found in surrounding properties. Mr. Green stated that staff believes the signage plan
is consistent with the intent of the code and better assist with wayfinding along Valley Street.
For public comment, Mr. Green noted that the Northeast Priority Land Use Board met on July 30th, 2024,
and unanimously recommended approval of the request. He stated no other comments for or against the
proposal were received.
Mr. Green went over the standards for approval and noted staff believes they could be met. He stated that
staff would recommend the proposal be approved as submitted and noted the recommendation was based
on the proposal’s ability to meet the necessary standards for approval.
Public Comments
Karen Demasi, 8 N Main Street Dayton OH, - noted the signage height and size of the Old North Dayton
gateway signage and other large institutions in the area and that the proposed signage would be consistent.
Board Discussion
The board discussed the signage package and reviewed the variance request in relation to the overall size
and height the signage. Mr. Sauer questioned whether the increase in signage was necessary and what the
explanation for the increase was. Mr. Green reiterated the need for increased wayfinding for the site given
the new buildings, campus redesign approved in 2022, and amount of frontage this property possessed
along Valley Street. The board discussed the signage in relation to the Kroc Center and Ronald McDonald
House and determined the signage plan was appropriate.

development plan as submitted, including required Variances, based on the Board’s ability to make the
necessary determinations found in R.C.G.O. §150.335.12(C)(2)(b) and §150.120.10 (D)(1).

9. PLN2024-00223 – A request to vacate Brennan Drive from Hall Avenue to East Helena Street and
Hall Avenue from Brennan Drive to North Keowee Street.

Staff Comments
Tony Kroeger presented the case. This is a request to vacate Brennan Drive from Hall Avenue to East
Helena Street and Hall Avenue from Brennan Drive to North Keowee Street.
Mr. Kroeger highlighted the segments proposed to be vacated. These previously served Parkside Homes,
which has been demolished. Now, Kettering Field is to be expanded and the roads would impede a safe
expansion that is included in the park master plan. Mr. Kroeger reviewed the standards for public way
vacation and felt that they could be met.
Public Comments
Jemaine Isaac of the City of Dayton Department of Rec spoke about the proposed park expansion. There
was a discussion about the proposed expansion. Mr. Allen felt that parts of the park will be hard to reach,
particularly when loading and loading. Mr. Issac noted that this is only Phase 1 of the project. Additional
parking will be added in a later phase. There was a discussion regarding pickleball and tennis courts.
Kyrsten French, the City’s Zoning Administrator, explained that building permits are under review for the
site.

The Board agreed that the required standards can be met.
Board Action
A motion was made by Mr. Sauer, seconded by Ms. Schenking, and carried to approve Case PLN2024-
00223 subject to the following conditions:
1. The area shall be marked in a manner acceptable to the Division of Civil Engineering to indicate
that it is not public right-of-way.
2. The street openings at East Helena Street and North Keowee Street shall be removed and replaced
with curb and walk, or a driveway shall be constructed. All work shall be completed within 90
days of the vacation and to City of Dayton standards.
3. An easement shall be established for the 8” and 10” water mains and the 30” storm line in the
Brennan Drive and Hall Avenue rights-of-way. The easement boundaries shall be the width of the
vacated right-of-way.
4. AT&T has existing buried facilities in the area. An easement shall be established for any AT&T
facilities in the Hall Avenue or Brennan Drive rights-of-way.
5. An easement shall be established for any part of the Hall Avenue right-of-way which contains
Centerpoint Energy facilities.

10. PLN2024-00222 – Honorary Designation – Rev. Dr, Junior F. Greenlee Way (Grosvenor Avenue)

Tony Kroeger presented the staff report. The Honorary Designation would establish Grosvenor Avenue as
“Rev. Dr. Junior F. Greenlee Way.” The planning district is Roosevelt, which is in the West land use area.
The official name of Grosvenor Avenue will remain. It is proposed to be a two-year honorary designation.
Rev. Greenlee served as the Pastor for 44 years at the Zion Hill Missionary Baptist Church at 1900 W.
Third Street. He led the operation of a feeding program for those in need for decades, and supported
outreach programs through the Ministry, such as purchasing uniforms for students and providing donations
to those in need. He has served or led many civic organizations.
There should be no negative impact by implementing the proposal. This is an honorary designation, not an
official renaming of Grosvenor Avenue. The honorary designation will be recognized by signs posted
above the street signs. The Departments of Public Works, Fire, and Police have stated no objections to the
designation.
While every effort was made to acquire signed petitions from all abutting property owners, both by the
applicant and staff, there was limited contact that was successfully made with those owners. This can be
attributed to the prevalence of vacant land along this street segment. Signed petitions have been received
from 1900 W. Third Street, 23-25 Grosvenor Avenue, 129 Grosvenor Avenue, and the City of Dayton,
which owns property along this segment. Staff believes that this easily represents a majority of properties
from which signatures could be reasonably obtained, and therefore the intent of the requirement for 51
percent of abutting property owners to sign petitions of support has been met. The West Land Use Board
supports the request. The Roosevelt neighborhood president serves on the West Land Use Board and voted
in support of the proposal.
Staff believes that the application meets the rules and guidelines set forth in Resolution Number 5014-99,
and recommended approval.
Public Comments
The applicant, Delores Wright of 3117 Haney Road, Dayton, OH, 45405, spoke to Rev. Greenlee’s
contributions to the Dayton area. She described his work as a pastor and noted the feeding program that
operated from within the church community. She also noted that the Zion Hill Baptist Theological
Seminary operated in conjunction with the church.

Honorary Designation.
