Mr. Scott called the meeting to order at 4:30 P.M. A motion was made by Ms. Schenking, seconded by Mr.
Allen, and carried to excuse the absence of Ms. Pegues. A motion was made by Mr. Sauer, seconded by Ms.
Miller, and carried to approve the minutes of the September 10, 2024, meeting.

Ms. Hanauer noted the distribution of the 2025 board calendar and asked that board members inform her of any
meetings they anticipate not being present for.
Mr. Kroeger provided an update on the fencing for the UD-owned parking lot along Brown Street between
Stonemill and Sawmill/Kiefaber. The fencing was shown on the final plan that was approved by Plan Board and
should not have been removed. The landscaped islands were approved by Plan Board and installed accordingly.
Mr. Scott stated that St. Anthony’s intends to tear down the former school building at the corner of St. Charles
and Creighton and wants to ensure that the church is required to adhere to the requirements in the Zoning Code
for what will likely be a parking lot.
The Plan Board meeting was adjourned by Mr. Scott at 5:15 P.M.

1. PLN2024-00299 – A record plan to consolidate fifty-four (54) City lots into one (1) City lot at
113 Mound St. The lot meets the minimum requirements of the I-1 Light Industrial zoning district.

Staff Comments
Jen Hanauer presented the case, a record plan to consolidate fifty-four (54) City lots into one (1) City lot at
113 Mound St. The lot meets the minimum requirements of the I-1 Light Industrial zoning district. The
consolidation will create a non-conforming lot in that the front setback exceeds the maximum of 15 feet
and the surface parking lot is less than 10 feet from the public right-of-way. There has been discussion
regarding whether the alley vacation process was completed for one of the former east-west alleys within
the property, which will need to be resolved prior to the recording of the record plan Staff believes the
record plan was named 313 Mound Avenue in error and that the name of record plan should be changed to
313 Mound Street.

Board Action
A motion was made by Ms. Lovelace, seconded by Mr. Allen, and carried to approve Case PLN2024-
00299 subject to the following conditions:
1. Revise the Record Plan and any Construction Drawings per the City of Dayton Subdivision
Regulations and comments from the Division of Civil Engineering.
2. Ensure that the dimensions are close to within a 1:10,000 ratio.
3. Add any easements required by AES, City of Dayton Water, etc.
4. A 15’ radius shall be added at the intersections of Fifth Street and Hawthorn Street, and Mound
Street and Fifth Street. Ensure the existing building and fence is outside the area.
5. Documentation shall be provided that shows Saratoga Lane was vacated. If documentation cannot
be provided, then the alleys will need to be vacated by a City Ordinance.
6. A red outline around the new lots shall be added.
7. Existing lot numbers within plat shall be ghosted/faded.
8. A utility easement shall be established for the 15” storm pipe that run north-south. The easement
boundary shall be 20-feet wide with the pipes centered on the easement.
9. A utility easement shall be established for the 8” sanitary line that runs on the west side of the lot.
The easement boundary shall be 20-feet wide with the pipes centered on the easement.
10. Documentation shall be provided that shows the name of the record plan should be “313 Mound
Avenue,” or the name of the record plan shall be changed to “313 Mound Street.”

3. PLN2024-00301 – Amend PD-186 and Final Plan Approval
Applicant: Maronda Homes

Decision: Approved as Submitted.
Staff Comments
Jeff Green presented the request which is to amend PD-186 and provide final plan approval to the final,
20.23 acre, phase of the Pheasant Crossing Neighborhood. The proposed request, if approved, would
slightly decrease the proposed density and the portion of land set aside for attached single-family and
allow for detached single-family.
Mr. Green went over the request, past approval of PD-186, locational maps, and plans associated with this
proposal. He showed the previous approved plans and noted that the only change is with the middle section
along Fishburg Road and allowing it to become detached single-family instead of attached single-family as
it is currently proposed. Mr. Green specified that, upon completion, a total of 258 single family home
would be provided with PD-186. He went over the final plans for approval and stated that they matched
the previously approved sections of PD-186, thus meeting the criteria for approval. Mr. Green discussed
the proposed amendment to the development standards outlined in PD-186, noting that the change would
constitute a minor amendment and decrease the overall density and minimum lot length but increase the
minimum lot size and width.
For public comment, Mr. Green noted that the Northeast Priority Land Use Board met on October 1st,
2024, and recommended approval of the request in a 3-1 vote. He stated no other comments for or against
the proposal were received.
Mr. Green went over the standards for approval and noted staff believes they could be met. He stated that
staff would recommend the proposal be approved as submitted and noted the recommendation was based
on the proposal’s ability t meet the necessary standards for approval and conformance with the already
approved portions of PD-186.

The applicant, Brian Hoesl form Maronda Homes, was in attendance to answer questions if the board had
any, of which there were none.
Board Discussion
The board discussed the proposal and believed it could meet the standards for approval and would be
within the previous approvals for PD-186.
Board Action
A motion was made by Ms. Miller seconded by Ms. Lovelace and carried to approve the submitted plans
and revised PD standards as noted in PD-186 and by finding that the applicable criteria in R.C.G.O.
§150.125.7 and R.C.G.O. §150.350.8 can be met and approve the application as submitted.

southwest corner of N. Keowee St. & E. Helena St., from Eclectic Multi-Family (EMF) to Open
Space (OS) to accommodate the Kettering Field master plan. The subject property formerly
contained Parkside Homes and is proposed for additional recreation open space.

Tony Kroeger presented the case. The proposed zoning map amendment will rezone the former Parkside
Homes site to Open Space, which is aligned with the future vision for the subject property. The subject
property will be the site of new recreation space in conformance with the Kettering Field master plan
developed by the Department of Rec. The subject property is 42 acres located at North Keowee Street and
East Helena Street. It already contains one playing field and will be the site of additional recreational
development.
The Northeast Land Use Board met to discuss the proposed re-zoning on September 12, 2024, and voted to
recommend approval. They asked that the Department of Rec attend a neighborhood meeting to explain
more about their plan for the area. In response to that request, Stephan Marcellus, Director of the
Department of Rec, attended a neighborhood meeting.

Board Discussion
The Board agreed that the required standards can be met. The rezoning will align with the future use of the
property and is a result of changing conditions.

A motion was made by Mr. Allen, seconded by Ms. Pegues, and carried to approve Case PLN2024-00267
based on the required standards for a zoning map amendment as presented by staff.

Staff Comments
Tony Kroeger provided an update on Housing Strategies under the Dayton Recovery Plan, including the
various American Rescue Plan Act (ARPA) projects undertaken by the Planning Division.
Ellen Sizer presented the key components of the Housing Trust Fund sub-committee as part of the Dayton
Housing Policy. The Housing Trust Fund is designed to provide an additional source of capital to expand
affordable housing opportunities for low-income individuals and families. Further research is needed to
determine the best approach to formalize and capitalize the fund for this purpose.

Ms. Leslie Lovelace inquired about the creation of the steering committee and the process by which
members were selected. No further discussion.
